The Planning and Engineering Departments have reviewed your Planned Industrial Permit (PIP 98-04) as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, February 13, 1998, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. PIP 98-04 Planning: 1. Hillside Development Perm.it application is required. Enclineering 1. The site plan indicates a proposed new lot line. A lot line adjustment must be processed if property lines are proposed to be modified. ISSUES OF CONCERN Planning: 1. The necessity for a Hillside Development Permit is triggered by the insistence to grade over and into existing 40% slopes, some of which have a height over 15'. This suggests that too much building and associated parking is being placed on this pre-graded lot, as well as, an insensitive siting of same. I refer you to Section 21.95.060(e) of the Carlsbad Municipal Code which states in part," ... all parts of structures proposed for development ... on pads created on hillsides shall be sufficiently setback from the adjoining downhill slopes so that the visual impact on the surrounding area is eliminated...". Please redesign this project to meet the intent of the hillside development and design standards by providing at a minimum a 15' setback from the top of slope. Engineering: 1. Please indicate Stopping Sight Distance lines, in accordance with CalTrans criteria, for both directions at the proposed driveway. Indicate the sight lines on the site plan and landscape plan. 2. The applicant must supply an executed irrevocable use afreement with SDG&E for the additional parking area within the 200' existing power line easement. 3. Please indicate gravity flow sewer from the proposed building to public sewer facilities. Indicate inlet elevations at the building and public sewer connection point. 4. Indicate how National Pollutant Discharge Elimination System (NPDES) criteria will be met. This could include, but not be limited to, doing one or a combination of the following: directing surface run-off through vegetated swales prior to discharge to a storm drain or the public right of way, constructing a gravel/sand/fossil filter system, constructing de-pollutant basins, etc.
