HomeMy WebLinkAboutPIP 98-06; Carlsbad Palomar Business Park; Planned Industrial Permit (PIP) (3)March 17, 1998 TO: VAN LYNCH, PLANNING TECHNICIAN II FROM: Associate Engineer Quon COMPLETENESS REVIEW AND INITIAL ISSUES STATEMENT CARLSBAD PALOMAR BUSINESS PARK, PIP 98-06 The Engineering Department has completed its review of the subject project for application completeness. The application and plans submitted for this project are complete and suitable for continued engineering review. In addition, the Engineering Department made a preliminary review of the project for Engineering issues. Engineering issues which need to be resolved or adequately addressed prior to conditioning of the project are as follows: 1. Please indicate on the plans the Average Daily Traffic (ADT) generated by the project, broken down by separate uses. 2. Clearly show on the grading plan existing street lights and fire hydrants. Please see the red-lined plans for more information. 3. The plans must include and identify measures to treat surface runoff onsite prior to entering the public storm drain system. This issue is related to the City's requirements of the National Pollutant Discharge Elimination System (NPDES) permit, which requires a project to provide best management practices to reduce surface pollutants to an acceptable level prior to discharge. Other commercial and industrial projects have utilized methods such as directing runoff from paved areas towards a landscaped swale prior to reaching the storm drain; or installing an onsite drainage basin specially designed to remove pollutants. 4. A minimum clear distance of 5' for vehicles to back out is required when adjacent parking stalls are located perpendicular or at an angle of 90° or less to each other. 5. Please note that a lot line consolidation will be required prior to issuance of a building permit for this project. Attached is a redlined check print set of the project. Please forward this plan set to the applicant for corrections and changes as noted. The applicant must return this plan set with the corrected plans to assist us in our continued review.
