SUBJECT: PIP 98-06(A) - PALOMAR BUSINESS PARK PARKING LOT EXPANSION
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Planned Industrial Permit amendment, application no. PIP
98-06(A), as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items
must be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals.
No processing of your application can occur until the application is determined to be
complete. The second list is issues of concern to staff. When all required materials are
submitted the City has 30 days to make a determination of completeness. If the
application is determined to be complete, processing for a decision on the application will
be initiated. In addition, please note that you have six months from the date the
application was initially filed, January 10, 2000, to either resubmit the application or
submit the required information. Failure to resubmit the application or to submit the
materials necessary to determine your application complete shall be deemed to constitute
withdrawal of the application. If an application is withdrawn or deemed withdrawn, a
new application must be submitted.

Please provide the total area of project site. The 7.04 acres provided under project
data is the area of the site before the proposed adjustment plat.
Provide the area of the remainder parcel shown as "not a part" to ensure that the
parcel meets the minimum lot area requirement of the PM zone (one acre).
Please correct the assessor's parcel number to 209-083-1 7 and 18.
Please correct the legal description. The property is Parcel A of parcel map 533
(provide complete legal description).
Please label existing and proposed property line on all plans where lines are shown.
Please show compliance with the 10% landscape requirement for parking areas.
Engineering:
1. Submit copy of current Title Report.
2. Boundary Adjustment needs to be completed prior to approval of PIP amendment.
3. Show bearings and distances of each site boundary line.
4. Show future Melrose Drive.
5. On sheet T-1 under Project Data, show existing ADT's from original PIP and
proposed ADT's for the amendment.
ISSUES OF CONCERN
Planning:
1. Please provide a brief description as to why the project is requesting to be overparked.
2. Please reconfigure the 14 compact spaces in the southeastern portion of the expansion
area to reduce the amount of pavement.
3. Please review the parking spaces within the parking island formed by the reciprocal
drive easement. It appears that all the spaces will be for the existing building when
the parking spaces are on the newly created lot. Adjust property line or do not count
parking spaces.
4. On sheet A-1, Typical Parking Stalls, please delete the 13‘-6” dimension for compact
parking stall length for compact spaces. Compact spaces are not permitted to have
overhang.
5. On sheet A-1 , Typical Parking Stalls Note 1, please consider the reference to labeling
standard stalls. The City does not require standard stalls to be painted but labeling
may be done at the discretion of the developer.
6. Please add the project number to the title sheet. PIP 98-06(A)
Engineering:
1. Darken the existing topographic lines on the conceptual grading plans.
2. On the Conceptual Grading Plans sheet, change Palomar Airport Drive to read
Palomar Airport Road. Also, does the project site front on Palomar Airport Road?
Please clarify area between property line and city right-of-way.
3. On sheets A-1 and A-2, need to have 5 foot offset everywhere two parking spaces
are perpendicular or at an angle to each other.
4. On sheet A-2, you are showing two fire hydrants side by side - please clarify.
Also, you show a Typical Concrete Wheel Stop. Where is this being proposed.
5. Need to have consistency in site plans between the Conceptual Grading Plans and
sheet A-2 (Enlarged New Parking Area).
6. Show how you will comply with the requirements of the National Pollutant
Discharge Elimination System (NPDES).
