Cond i dons of Ap:p rova 1.: . 1 ~ "hat 'the Planning DepEi.rtment concur with tne G.ol1clusio8 of Er')V.ironmentallmpact Assessment determining insignificant af'fecton t'he 'envi ronme:nt. .D.A~ AGATEP, irector : -,-l ,", '; . ,' ~ ~ '.1 . • ENVIRONMENTAL IMPACT STATEMENT CANNON ROAD IMPROVEMENT PROJECT AND SITE DESCRIPTION This project involves the widening and improvement of existing Can non R 0 ad, (f rom 60 Ito 79' rig h t 0 f way), bet \tv e e n Car 1 s bad Boulevard and El Arbol, a length of approximately 1/6th of a mi Ie, and the open i ng and consitructi on of Cannon Road, (102' right of way), from El Arbol to east of Interstate 5, a length of approxi- mately 1/2 mile. The circulation element of the General Plan provides that Cannon Road will eventually extend east across El Camino Real and connect to a major road in the Oceanside-Vista Area. The construction involved in the project wil I involve grading, paving, underground util ities, street I ighting, storm drains, and sanitary sewers. This construction is the first phase in the development of Cannon Road as a,major component of the City's circulation system. It provides a vital link by connecting old Highway 101 with the Interstate 5 Freeway across the AT&SF Railroad. The total cost of this project is estimated at $300,000, of which 10% will be financed by publ ic funds and the remainder will be assessed to benefiting property owners fronting on the street. At the present time the Cannon Road interchange and the railroad crossing are officially closed to publ ic traffic. However, the route is presently being used by residents in the area, as well as the publ ic util ity company, as access to the Interstate 5 Free- way. The short range land uses in the area will be affected by this project as follows: 1) Between Carlsbad Blvd. and the AT&SF Railroad there will be no effect on land use. 2) Between the AT&SF Railroad and the easterly end of the project, there will be a significant effect on three of the four freeway quadrants. Two of the quadrants are presently zoned commercial (under specific plan), and are vitally dependent on this .project for access. A third quadrant is zoned RA-10,000, but could potentially develop as a freeway oriented site. The fourth quadrant will not be affected, in as much as the present p.O. zone Master Plan designates this quadrant as open space. 1 IJ.
