Also attached is a redlined check print of the site plan. This plan should be given
to the applicant for corrections and changes as noted. Please have the applicant
return the redlined print with the corrected site plan to assist us in our continued
review.
Project Description
The Plaza Camino Real (PCR) regional shopping center, located in Carlsbad,
California, consists of five (5) major department stores (May Co., Sears,
Broadway, Bullock's and JC Penney), 134 retail stores as well as a theater,
restaurant, bank, office and automotive service center. It provides 5,702
on-site parking spaces for its customers.
In August, 1989, PCR will hold a grand opening as a result of the completion
of its overall renovation. As part of that renovation, the entire parking lot
will be resealed and restriped to enhance the overall appearance of the center.
In addition, pavement repairs will be completed as part of a five-year pavement
management program.
The center parking lot is currently striped with an outdated one-way system
using a 52° angle. The 9' width of the existing system is acceptable. In
order to update the parking lot as part of the renovation project, a 70° angle
system has been proposed. This consists of spaces at a 70° angle using the
same 9'xl8' space and the same 55' wide bay.
May Centers has provided the City of Carlsbad with complete car size data,
which helps verify that this system is properly designed. The system is
currently in place at a neighboring center, North County Fair in Escondido,
California. Representatives of Carlsbad's Planning & Engineering Departments
have observed vehicles successfully parking in that lot during the busy 1988
Christmas season.
This 70° restripe program is proposed for the following reasons:
1. It will add 750± spaces to the center. Many will be added in the north
and south lots, which have very short bays and need more parking.
2. It will eliminate an obsolete system and put more parking closer to the
buildings as currently exists at a competing center.
3. It will allow for the consideration of the bus facility modification,
which eliminates parking in a critical area and cannot be considered
without this program.
4. It will provide parking for any gains in gross leasable area (GLA) in the
mall made as a result of a bumpout program, designed to enhance the mall's
appearance.
5. It will allow the pavement maintenance money allocated as part of the
renovation to be optimized by updating the parking system with the mall
upgrade.
The current construction schedule calls for the restripe program to be com-
pleted between April and July, 1989, to minimize disruption prior to the grand
opening.
