This application is a request from the North County Transit District (NCTD) to modify the existing North County Transit District bus transfer/pickup parking area at Plaza Camino Real. The existing NCTD bus transfer/pickup parking facility at Plaza Camino Real is located along the shopping centers entry driveway off of Marron Road immediately west of the May Company Department Store. The existing driveway currently accommodates automobile and truck traffic as well as serving as a bus transit center. The proposed modification would convert this multi-use driveway/five space bus transit center to an exclusive use bus driveway with eight bus loading bays and transit island. The NCTD is proposing this modification to the existing transit center for purposes of: 1) responding to existing and anticipated bus ridership demand, 2) reducing potential vehicular and pedestrian conflicts, and 3) creating a more attractive and functional bus transit center. Over the past two years City staff, May Stores, and the NCTD have negotiated this proposal, and all conclude that this is a good solution. Since the City Parking Authority is the owner of the property upon which this project is proposed, Planning staff requests that members of the Parking Authority be informed of this proposal as required. The relationship of the three parties is that the City owns the land to be developed, May Stores leases it and the District is paying for the improvements. Since the development plan needs to meet the lessee's approval as well as the City's the lessee (May Stores) has executed the application. 5) IL is the District's opinion that Marron Road is a public right of way. 6) Every hour a number of buses will "dwell" at the Plaza Camino Real Transit Center. This type of operation results in considerable oil spotting. It has been the District's experience at its other transit centers that "black" concrete provides a much more aesthetic appearance under these conditions. Presently NCTD has the capability of providing only five (5) buses at a time, in a crowded area and the buses must travel thru a large section of the parking lot. The proposed modification/revision will allow NCTD to be able to have eight (8) buses at a time, in a safe and cleaner environment, eliminating traveling thru the parking lot and improving accessibility for the public. DATE: January 16, 1989 SUBJECT: HAZ& CJvMIKQ REAL CRRL8E&D, CALIFORNIA Plaza Camino Real is a regional shopping center located in the southwest quadrant of the interchange of State Route 78 and El Camino Real in the City of Carlsbad, California. Camino Real is bounded by Buena Vista Creek on the north, Marron Road on the south, El Camino Real on the east, and a community shopping center on the west. (Refer to Figure 1.) Primary vehicular site access is provided via eight driveways. These are conceptually illustrated on Figure 2 and summarized below: o Two driveways on El Camino Real ("A" and "B" on Figure 2) ; o Five driveways on Marron Road ("C" through "G" on Figure 2) ; and, o One driveway linking Plaza Camino Real to the community shopping center to the west ("H" on Figure 2) . (Note: Whereas a ninth access facility exists between Buena Vista Creek and the cxsranunity shopping center, this access is insignificant (to Plaza Camino Real) in that its primary function is as a service driveway for the community shopping center.) In addition to accommodating automobile and truck traffic typically encountered at a regional shopping center, Driveway "D" also serves as a bus transit center for the North County Transit District. As shown on Figure 3, the inbound travel lane adjacent to the curb is reserved for buses. This lane serves as a transfer/layover point with a capacity for four buses parked parallel to the curb. Buses exit the regional shopping center via the signalized Marron Road-Driveway "C" intersection. In an attempt to increase the en-site storage capacity for the NCTD buses, various bus facility alternatives have been developed. As shown on Figure 4, one such alternative developed by the San Diego Association of Governments (referred to as Alternative #7) proposes the closure of Driveway "D," with said driveway converted to an eight-vehicle bus transit center. At the request of May Centers, Inc., Barton-Aschman reviewed this design alternative as outlined below: o Conducted traffic counts on Friday, December 16, 1988, and Saturday, December 17, 1988, at the eight primary driveways serving Plaza Camino Real. o Analyzed the results of the aforementioned peak-season count data; specifically, assessed the relative importance of Driveway "D" to Plaza Camino Real and, moreover, the impact on adjacent Driveways "C" and "E." o Analyzed Alternative #7 developed by the San Diego Association of Governments with respect to the ability of the facility to accommodate buses as well as the general impact upon vehicular circulation in and around the site. Each of these elements is discussed in the following section. ANALYSIS TRAFFIC COUNT DMA Newport Traffic Studies conducted 24-hour machine traffic counts at the regional shopping center's eight primary driveways shown on Figure 2. The data, which were collected on Friday, December 16, 1988, and Saturday, December 17, 1988, are summarized in Appendix A. The volumes are summarized by direction (i.e., inbound and outbound) in both 15-minute and one-hour intervals. Table 1 summarizes the 24-hour count data contained in Appendix A. ANALYSIS OF COUNT EKEA As summarized in Table 1, Driveway "D"—the driveway requiring closure in order to implement Alternative #7—accommodated approximately 8 percent of the total traffic generated by the regional shopping center on both survey days. On each day, just over 4,000 of the over 50,000 total daily trips utilized Driveway "D" to enter-exit the site. As a result, Driveway "D" functions as, at most, a secondary access at Plaza Camino Real. Barton-Asehman Associates, inc. Further, considering that the driveways on either side of Driveway "D" (i.e., Driveway "C" located 450 feet to the east, and Driveway "E" located 950 feet to the west) each contain surplus traffiocarrying capacities of over 6,000 trips per day, the 4,000 daily trips utilizing Driveway "D" could readily be "transferred" to Driveway "C" and/or Driveway "E." In conclusion, Driveway "D" could be closed without significantly impacting the operation of any of the seven remaining driveways serving Plaza Camino Real. 2&mi£8IS OF M/rmaSRTXVE f 7 Appendix B contains the San Diego Association of Governments's Alternative #7 as well as their analysis of said design's advantages and disadvantages. With respect to this design alternative, the following comments are made: 1. We are in basic agreement with the 12 advantages cited in Appendix B. 2. Regarding the eight disadvantages listed in Appendix B, we are in basic agreement with all elements except Item B.I., which concerns the physical dimensions of the design. (Our disagreement with Item B.I. of Appendix B is discussed below in Item 3.) Two additional disadvantages or shortcomings of the design include: a. Bus berth No. 1 will be very difficult to access by buses approaching the bus facility from the east on Marron Road. This is due to (1) the lack of an adequate inside turning radius between westbound Marron Road and the northbound section of the bus facility and (b) the close proximity of berth No. 1 to Marron Road. b. A sight distance problem may exist for exiting buses. Specifically, due to the horizontal and vertical curvatures of Marron Road west of the proposed bus facility, exiting buses may not have adequate sight distance when looking to the west. Moreover, the problem is exacerbated by the center's landscaping and signage located immediately north of Marron Road. Considering the relatively high travel speed on Marron Road in this area, safety could be an issue for buses departing the site. (Note: The provision of a two-way-left- turn-lane on Marron Road (as noted in Item B.5. of Appendix B) would mitigate this potential to a certain degree.) IBarf on-Aschman Associates, Inc. 3. As noted in Item 2. above, we do not believe the design's physical dimensions are adequate. We believe the dimensions proposed in Alternative #7 should be modified as follows: a. The 20-foot circulation aisles should be increased to a ^ Tn-iniTmitn of 24 feet. b. It would be desirable to increase the 40-foot bus bays to,45 feet. However, to do so would eliminate one bus berth on each side, thereby reducing the number of berths from eight to six. (Therefore, if the 40-foot bay is retained, it is all the more critical to provide circulation aisles at least 24 feet wide.) c. The outside turning radius of 48 feet should be increased to at least 50 feet. The use of a 50-foot radius typically is recommended for counter-clockwise circulation requiring a left-hand turning motion. For clockwise circulation requiring a right-hand turning motion, an outside radius as large as 55 feet often is recommended. d. Based upon the above, we recommend that the facility be at least 104 feet wide (excluding the five-foot landscaped "buffers" separating the bus facility from the center's parking lots). Because Alternative #7's width is only 96 feet, an additional eight feet is necessary. We suggest this be acconplished in one of two ways: (1) Reduce the aforementioned five-foot landscaped "buffer" areas to four feet and reduce the 31-foot, single-loaded automobile parking bays on each side of the bus facility to 28 feet; or (2) Reduce the 31-foot, single-loaded automobile parking bays on each side of the bus facility to 27 feet. In both options, a "flatter" parking angle would be required in the first two rows of interlocking parking on each side of the bus facility. A potential loss of four parking spaces (in addition to the 22 spaces originally eliminated in Alternative #7) would be anticipated. Figure 5 conceptually illustrates the recommended concept. Box 1099 Oceanslde, CA 92054 RE: Plaza Camino Real Transit Center - Alternatives 17 & #8 Dear Mr. Price: Because of various concerns with the 'location of a proposed transit center at a site just west of Sears at the Plaza Camino Real in the City of Carlsbad, the North County Transit District has requested that two additional alternatives be investi- gated for an expanded transit center at its existing location. Alternatives 17 and 18 are sketched at the end of this report, and are discussed below. The previous six alternatives are described in an April 29, 1988 report, and in an October 12, 1987 report. Alternative #7; Transit Island with Sawtooth Design A. Advantages 1. Expands current site from four to eight bus loading bays. 2;. Incorporates sawtooth design. (The advantages of a sawtooth design are outlined in the October 12, 1987 report.) 3. Only 22 existing parking spaces are eliminated. The "Bus Only" aisle separates bus traffic maneuvers from all other shopping center vehicular traffic. 5. Keeps buses out of other traffic aisles, thereby greatly reducing pave- ment maintenance coats. 6. Clearly identifies bus transit center. 7. Retains the same location as the existing bus facility. Makes transfers less confusing and will require less walking than in other alternatives. 10. Bus shelters can be consolidated to face buses in two directions. 11. Will be similar to an already successful bus transfer island at the Ocean- side Transit Center (with AMTRAK) in downtown Oceanside, and to the proposed transit center on the Palo mar College campus in San Marcos. 12. Surrounding landscaping and carefully designed street furniture/shelters can make the transit center very pleasing aesthetically. B. Disadvantages 1. All dimensions are at, or slightly less than the design criteria in NCTD's "Design Outlines for Bus Facilities." Examples are: a. Outside bus turning radius is 48 feet instead of 50 feet. b. Bus aisles are 20 feet instead of 24 feet wide. c. Bus bays are 40 feet instead of 45 feet long. (Note: Dimensions should be O.K., but approval from NCTD will be necessary.) 2. Width of angled parking and backup aisles adjacent to transit center is at minimum 31 feet, which will preclude changing the angle of parking more perpendicularly. 3. One less driveway is available for private vehicle traffic. 4. Buses exiting onto Marron Road no longer have the benefit of a traffic signal. 5. Will require restriping of existing westbound left turn lane (in front of bank on the south side of Marron Road) to a two-way left turn lane, so that buses exiting left onto Marron Road can more safely and easily merge with through traffic. 6. Limits the maximum number of bus bays to eight. (However, removal of another aisle of parking in the future could create enough area for a second island, and 3 to 4 aditional bus bays. See Alternative #4 in October 12, 1987 report.) 7. Construction period will impact two adjacent parking aisles, and will require a temporary bus loading area. 8.
