Please check the one or two boxes below which best describes the information you would like us to concentrate on, and/or check the box marked "other" and tell us in your own words what information you would like from us. 0 SITE DESIGN: Focus is on reviewing issues such as development standards (setbacks, building height, etc.), hillside compliance, landscaping, signage, open space requirements, and other physical aspects of zoning. Plans adequately illustrating these features are needed for review. if LAND USE: Focus is on determining the compatibility of the proposed land use with the existing general plan and zoning designations, determining whether staff could support a general plan amendment or zone change, and determining compatibility of the proposed land use with surrounding land uses. ~ ARCHITECTURE: Focus is on establishing quality architecture and checking its compatibility with the surrounding area and against any applicable guidelines or plans. Project Description Barrio Project -Panaderia/Residential Plan L-1066 10/31/18 This project is on Assessor Parcel 204-092--02, a 4,379.68-square-foot parcel (0.1005 acres), located on the south side of Walnut Avenue, one-half block east of Roosevelt Street, adjacent to an improved alley, in Carlsbad, California, 92008. The existing land use/general plan is VB. The zoning is VB and is located within LFMP Zone #1. The parcel is a legal lot (see lot legality table provided by the City, dated 6/22/2010. The proposal is to remove an existing pool hall (not on a permanent foundation) and construct a new two-story building on a graded pad. The first floor will be a Panaderia (Mexican Bakery) with indoor and outdoor seating. The second floor will have two apartments (a one- bedroom and a two-bedroom), and there will be a basement for storage. There will also be an elevator to access all floors. Parking will be provided on-site off the alley, plus five new diagonal spaces on Walnut Avenue that will provide credit of2 ½ spaces on-site as allowed by the Village/Barrio Master Plan. We have prepared a Cultural Resource Study and Paleontological Assessment of the property (Brian F. Smith and Associated, 5/4/18) and the conclusion is the building (pool hall) is not eligible for listing on the City Historic Resources Inventory or the CRHR, and no mitigation measures are required for alteration or demolition. We have prepared a soils report, and our consultant, GeoSoils, Inc., has stated that the proposed mixed use development appears feasible. Utilities are in the adjacent streets and will be extended to the property. The sewer in Walnut Avenues appears to be below the proposed basement floor elevation, and we are investigating a sewer pump system to discharge into the existing Walnut Avenue sewer that flows westerly to Roosevelt Street. The drainage from the property will discharge into the existing alley at the southeast comer of the property. Drainage will be designed to meet the current standards. We are in the Pine Tyler mixed-use district of the Village/Barrio Master Plan. The panaderia is considered a "limited-use take-out service." The density range is 18-23 units per acre; and with two units, our density is 20 units per acre. The retail space is 1,390 square feet. One parking space per 300 square feet is required for the Panaderia. We are also providing five diagonal spaces on Walnut Avenue, which provides 2.5 spaces credit for on-site users.
