0 SITE DESIGN:
Focus is on reviewing issues such as development standards (setbacks, building height, etc.),
hillside compliance, landscaping, signage, open space requirements, and other physical
aspects of zoning. Plans adequately illustrating these features are needed for review.
■ LAND USE:
Focus is on determining the compatibility of the proposed land use with the existing general
plan and zoning designations, determining whether staff could support a general plan
amendment or zone change, and determining compatibility of the proposed land use with
surrounding land uses.
0 ARCHITECTURE:
Focus is on establishing quality architecture and checking its compatibility with the surrounding
area and against any applicable guidelines or plans. Building elevations or other architectural
information are needed for review.
0 ZONING INTERPRETATIONS:
Focus is on interpreting any aspects of the zoning ordinance.
0 LAND DEVELOPMENT ENGINEERING STANDARDS:
Focus is on reviewing all engineering-related issues, such as grading, drainage, Best
Management Practices for Storm Water Pollution Control, circulation and traffic, street
vacations, easements, subdivisions, etc.

Attachment 1 to Preliminary Review Application
Beach Terrace Inn
2775 Ocean Street, Carlsbad CA 92008
Background:
The Beach Terrace Inn property includes two beachside parcels: APN
2032350200 (north) and APN 2032350300 (south) that together comprise
about 26,000 square feet. On this land is the hotel consisting of three
primary buildings, the first two of which were originally built on the north
parcel in the 1960's and operated as apartments. The third building, on the
south parcel, was built in 1980. The three buildings currently include 48 guest
rooms, lobby and administrative offices, back-of house areas, a pool, and a
breakfast room.
The property also includes an inland parcel (APN 2031440300) of about
27,000 s.f. that is currently utilized for surface parking, engineering offices,
and storage. The current number of parking spaces provided is
approximately 50 (two of which are HC).
According to the City's General Plan Land Use and Zoning Maps, all three
parcels are zoned R-3 (multi-family residential). The beachside parcels have a
land-use designation of R-23 (15-23 dwelling units per acre) while the inland
parcel is designated R-15 (8-15 dwelling units per acre).
The property is in the Coastal Zone, in the appeal zone, and in the "Mello II"
segment of Carlsbad's Local Coastal Program.
Development Scenarios:
The hotel owner desires to renovate, modernize, and expand the property to
more fully utilize the inland parcel. Three scenarios are under consideration:
Scenario X: Retain the existing R-3 zoning. Renovate the existing beachside
buildings within their existing footprint. Build a new 3-story structure on the
inland parcel with 45 new guestrooms and two levels of underground
parking. Total guestroom count would increase from 48 currently to 93.
Scenario Y: Retain the existing R-3 zoning. Renovate and convert the existing
beachside buildings into residential units. Add small building E on Parcel 2.
Build a new 2-story structure on the inland parcel with 9 dwelling units and
one level of underground parking.
Scenario Z: Change the zoning to C-T. Renovate the existing beachside
buildings and add small building E to increase key count. Build a new 3-story
structure on the inland parcel with 56 new guestrooms and two levels of
underground parking. Total guestroom count would increase from 48
currently to 115.
Questions:
1. What is the expected permit processing path for each of the 3 scenarios?
2. What is the expected reaction from CCC to each of the scenarios?
3. Would construction of a new building and subterranean garage on Parcel 3
(the inland lot) be permissible with or without a change of the parcel's
zoning?
4. Would the City classify the property as non-conforming/non-residential?
What are the implications?
5. If the property is rezoned to C-T, would that be done on a standalone basis
as part of the permit application or would it be more easily done as part of
the City's overall update to its Zoning Ordinance and Local Coastal Program?
6. What are the expected implications of the 2017 Sea Level Rise Vulnerability
Assessment?
7. Will the property owner be allowed to reinforce and possibly enlarge the
existing seawalls?
8. What is the City's reaction to a restaurant on the beachside parcel?
