WHAT is a Preliminary Review?

It is an early, informal review of your project by the Planning, Land Development Engineering,
Building and Fire Divisions prior to a formal application submittal. The Preliminary review is required
for projects within the CommercialNisitor-Serving Overlay Zone.
WHY should you do a preliminary review?
• To obtain early project direction
• To reduce your development costs
• To shorten your processing time
• To alleviate costly redesigns
• Required for projects in the CommercialNisitor Overlay Zone
• Required for affordable housing projects
WHAT you need to give us:
• Application form (signed by the owner(s) of the property unless applicant has sufficient
legal interest in the property.)
• Checklist
• Four (4) sets of your site plan folded to 8½ x 11. Provide enough details to allow staff to
adequately review your plans and answer your questions. Projects within the
CommercialNisitor-Serving Overlay Zone shall provide conceptual building elevations

• Other information you want to provide to explain your proposal
WHEN and WHERE to submit:
Your application may be submitted at the Planning Division counter at 1635 Faraday Avenue. A
preliminary review application must be submitted by appointment*. Please contact the appointment
specialist at (760) 602-2723 to schedule an appointment.
*SAME DAY APPOINTMENTS ARE NOT AVAILABLE
HOW your application is processed:
After a submittal is made, a staff planner and staff engineer will be assigned to take your project to
their respective staff meetings for review. You may either make a brief presentation prior to the staff
meeting to discuss your project with your staff planner and engineer or after the receipt of a response
letter from the City to discuss the staff comments. If you indicate this on the application form you will
be contacted to set up a meeting time.
Written responses to your submittal will be mailed following the staff meeting review and should be
received by you within approximately 45 days after the application date. A copy of your project will
be kept on file in the Planning Division for two years.
Should you submit a formal application in the future, the Planning Division will make every attempt
to assign the application to the same staff planner who processed your Preliminary Review
Application, but it will depend on workload at the time.
The preliminary review does not represent an in-depth analysis of your project. The completeness
and accuracy of your submittals will dictate the quality of your project's preliminary review. Additional
issues of concern may be raised after your application is formally submitted and processed for a
more specific and detailed review.

SUBJECT: Preliminary Review-APN 212-040-64-Proposed Hotel
Dear Don,
This letter accompanies a Preliminary Review application for a +/-150 room, select service hotel branded
under Marriott or Hyatt and a 5,000 square foot office building on the southeast corner of Palomar Airport
Road and Aviara Parkway.
The proposed hotel will have outdoor amenity space including an exterior patio, pool, and spa. Food and
beverage options will be limited with a breakfast service, small plates, and lobby bar. The hotel brands being
considered are environmentally conscious and focused on healthy alternatives. The architecture of the hotel
and office building will be consistent with other office and hospitality product in the immediate area. The
maximum height of the hotel is proposed to be 45 feet and three stories. Attached are samples of the type
of architecture proposed.
The applicant is also proposing a 5,000 square foot medical office pad to accommodate a +/-10,000 square
foot structure. The parking required for both uses would be provided utilizing a shared parking area with the
required number of spaces calculated at peak demand. The hotel peak demand occurs during the hours of
5pm to 8am and the office peak demand occurs between the hours of 9am and 4pm. A total of approximately
165 parking space will be provided at a 1.1 space per hotel room ratio for the peak hotel demand. A detailed
parking analysis will be provided at the time of a formal submittal to the city.
Site circulation is a key aspect of the preliminary site plan and requires a right in, right out connection from
Aviara Parkway as a secondary access to meet fire department access requirements. The primary access
to the site would be from Laurel Tree Lane. Careful consideration was taken in siting the structures to comply
with the FAR regulations of the Palomar Airport overlay zones. The calculations are depicted on the
preliminary site plan. These FAR restrictions along with the SDG&E easement limit the options for placing
the building and associated parking on the site. The existing trail connection on the south side of the site will
be preserved and enhanced and the riparian buffer of 50 feet maintained. A 60-foot setback will be
maintained off Palomar Airport Road and a 40-foot setback will be maintained off Aviara Parkway.
In summary, the applicant believes the proposed hotel and office area are complimentary to the surrounding
uses and the overall development within the immediate area. We like to opportunity to meet with either you
