The residentially zoned lot (R-1) is located on the east side of Carlsbad Boulevard north of the intersection of Manzano Drive. Project Issues: My Residence has under 5,000 sf of impervious area. The proposed impervious is 4,653 SF and is noted on sheet 1 of I preliminary grading plan. It is my understanding this project will not be considered a "Priority Development Project" and will not be exposed to the additional PDP standards. Please validate this assumption. I am proposing an underground parking basement which will eliminate parking congestion on Carlsbad Boulevard. There are a few challenges I have discovered in order to gain vehicle access to the basement parking. Shown on sheet 1 of 1 "Preliminary Grading Plan" you can see my proposed residence cantilevers over the driveway 6' -10" to the north side building setback. My grading engineer has shown a driveway clearance profile "15% Max. Driveway Profile" This profile shows the clearance challenges I have. If we construct the driveway with a 15% maximum slope, we only have a 6.24 feet height clearance for vehicles from the cantilevered ist floor. This profile also maintains the max building height of 24' at the front of the building. The other challenge we have with this profile is we will need to run plumbing drainage and heat ducting in the garage area. We are limited to 9' ceiling height for the garage in order to accommodate the existing line of building envelope. This will cause vehicle clearance challenges inside the basement garage. The driveway clearance profile "20% Max. Driveway Profile" addresses and resolves the issues noted above. By increasing the driveway slope to 20% and increasing the basement garage height to 10'-0" the issues are resolved. The vehicle clearance under the cantilevered is increase to 8'-0" and will allow 2'-0" inches for necessary plumbing and HVAC duct work. If you approve the 20% max. Driveway Profile, we will need a height variance of 1'-0" for the front (West) 1/3 of the residence. The rear (East) 2/3 of the residence will still be under the existing line of building envelope of 24'-0". The variance will not impact the views of the residences to the east since the rear of the residence is still under the maximum height requirements as shown in the 20% Max. Driveway Profile.
