The property is zoned R-1-15000, with a General Plan land use of R-4, and surrounded primarily by other R-1 areas. The subject site is located about a half-mile south of Tamarack Avenue and Highland Drive and about a half mile west of the 1-5 freeway. Locating a private school on this site would require a Conditional Use Permit and a Development Plan. School Operations Greentopia is a private school that offers multi-lingual education in English, Chinese, and Spanish, to students from preschool to 8th grade. The foundation of the education philosophy is Montessori, Reggio-Emilia, and forest education with inquiry-based curriculum that encourages children to develop their own interests and a passion for learning in general. An emphasis on permaculture will be integrated by maintaining as much of the existing vegetation as possible, and adding a school garden and onsite animals to integrate a knowledge of nature into classroom work. The school expects to enroll about 100 to 120 students. There will be an estimated 20 to 30 staff members depending on the total number of students. School hours will be similar to the hours of other schools, with the possibility of before-and after-school programs as needed. Existing Site The site is surround by residential uses, primarily single family homes and some condominium complexes, with a few water-oriented commercial businesses adjacent to the Aqua Hedionda Lagoon. Access to the site is most directly provided from Tamarack Avenue southbound on Highland Drive and continuing south on Park Drive. Alternate access is provided from El Camino Real southbound on Kelly Drive, and then westbound on Park Drive. There are two homes on site that appear to be a primary residence and a guest house on a graded pad at the base of the slope on the western portion of the site. Aerial photos show what appear to be walking paths through this sloped area but no pedestrian access is provided to adjacent developments at the top of the slope. A paved vehicular driveway connects the homes to Park Drive. A large graded pad area is adjacent to the residences and the driveways, generally in the center of the property. An apparent drainage ditch is located on site running parallel to Park Drive and its function will need to be confirmed. Vegetation that appears to be primarily eucalyptus trees and other non-native vegetation is throughout the site, but is predominant on the slope and along the eastern side of the property next to Park Drive. Site Plan Greentopia school proposes to construct an approximate 15,000 square foot facility comprised of classrooms and administrative support space. The building(s) would likely be located in the area where the houses currently stand. A parking area for staff and visitors will potentially be located on the large graded pad to the east of the houses. The parking area will be paved or surfaced with decomposed granite or other alternate material acceptable to the City for parking areas. Ingress and egress to the site is expected to be at the current driveway location and will be improved per City standards for this use. Although a site plan has not yet been prepared, a preliminary site layout is provided for review and discussion of environmental concerns. Additional student activity areas on the site, such as playgrounds and gardens, will be near the classrooms and below the slope but exact locations are yet to be determined. The school would also like to pursue keeping animals on the site to contribute to the focus of education through the natural world. The school is considering a maximum of 2 horses and possibly goats and/or alpacas. Small animals like rabbits, pigs, chickens (hens), and tortoises would also be included. These would all be housed in areas away from any existing or new habitable buildings in the area and onsite, in accordance with the regulations regarding large animals. Questions 1. Schools are allowed in this zone with a CUP. Does the City currently have a policy in support or opposition to locating schools in residential areas as the one proposed? 2. The school wants to keep large animals on the site. These are allowed as an accessory use and the school will keep the animal facilities clean and maintained. If neighbors are opposed to animals in general, can that opposition affect the school's ability to have animals on the site? Are alpacas and goats considered in the same category as horses? Can the small animals mentioned be considered household pets for a school use? 3. Is there feedback as the environmental review that would be required for this use in this area? Would an MND be acceptable to support the proposed development? 4.
