Prior to approval, all such proposed signs must be reviewed for potential issues by the Transportation Department, which will not allow signs to be approved over the counter. PS 11-21 complete have been received and reviewed by the Planning Division. It has been determined that the application is now complete for processing. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. Please note that although the application is now considered complete, there may be issues that could be discovered during project review and/or environmental review. Any issues shall be resolved prior to approving the sign program. On Page 9 (Lowe's Building), please correct under the heading of "size" the maximum square footage of signs to 785.7 square feet to reflect the table and note. Please change the letter height in the note for the Anchor Tenant letter height to 5 feet, 10 inches. Please correct the number in the table for maximum square footage of the east elevation to 163.4 sq. ft. 2. On Page 10 (Lowe's Building), please note that the total of the sign areas identified add up to 470 square feet where only 459.0 square feet are allowed. Please change the numbers so that the individual maximum sign areas will not exceed the total allowed for the building elevation. 3. On Page 13, please note that the maximum sign letter height for a 6,000 square foot building is 30 inches. Please change the allowance of a three (3) foot letter height to 30 inches (building elevations North, East, and West). 4. On Page 14, please verify the building frontage. The plan shows 120 lineal feet of building frontage and the maximum overall sign area note allows 114 square feet (which assumes a building frontage of 114 lineal feet). Also, please correct the label of the north elevation to "north" and show only one sign as per the note provided regarding the number of signs allowed on the north building elevation (one). 5. On Page 15: the plan shows a 120 lineal feet of building and the maximum overall sign area note allows 114 square feet (which assumes a building frontage of 114 lineal feet). 6. On Pages 16, 17, 18, and 19, please change the word "building" to "tenant" in the Maximum Letter Height table provided. 7. On Page 17, please verify the building frontage. The plan shows 71 lineal feet of building frontage and the maximum overall sign area note allows 66 square feet (which assumes a building frontage of 66 lineal feet). 8. On Page 19, please modify the note that no signs are allowed on the tower element to include "above the main roofline of the building" to add clarity on where signs may be located on the tower element. Please delete the note above the west building elevation regarding maximum sign area allowed. A note shall be added to allow signs for individual tenants who have their sole access to their tenant space on this building elevation to have one (1) square foot of sign area per lineal foot of tenant frontage. This building elevation is more likely to be about 60 feet long. 9. On Page 20, please add a note that: "Monument signs shall be placed as to not interfere with vehicular sight distance lines and will be reviewed during the application for the monument sign permit." This will allow the Sign Program to be approved without specific information needed for the exact placement of the monument signs. 10. Please note that the site plan has changes to the building placement and elevations which have not been reviewed or approved by the Planning Department. Prior to the next resubmittal of the Sign Program, please ensure the site plan and elevations are approved. The Planning Division has reviewed your Sign Program, application no. PS 11-21, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. The second list is project issues of concern to staff. In order to expedite the processing of your application, the "incomplete" items and your response to the project issues of concern to Staff must be submitted directly to your staff planner; therefore, please contact your staff planner directly to schedule a re-submittal appointment. As part of your re-submittal package, please prepare and include with your re- submittal: (1) a copy of these lists, (2) a detailed letter summarizing how all identified incomplete items and/or project issues have been addressed; and (3) three (3) sets of revised plans. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted, the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, March 4, 2011, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Please provide the requisite corner sight distance information on the site plan for the review of the monument sign locations. Monument signs shall not be placed where they will interfere with the sight distance lines of vehicles exiting the project driveways. Please provide a detail of the monument sign locations with scaled setback dimensions on a 24 x 36 drawing (on the approved Site Development Plan would be preferred). Sight distance information can be found on the Sign Permit application form on the Planning Departments webpage. ISSUES OF CONCERN Planning: 2. Please coordinate with the Architect of the plan to revise the building elevations for Building 1 (Lowe's) and the building elevations, footprint, and site plan for Building 2 (Bank Building). 3. On page 4, item 7, the Carlsbad sign ordinance requires that all portions of the sign letters be included in the letter height, including swashes, ascenders, and descenders. 4. On page 4, please add a requirement that exterior illuminated signs shall be lit such that the light source is pointed downward. No up lighting will be permitted within the project as the project is located in the vicinity of the airport. 5. On Page 5, please delete the exposed skeleton neon accents (photo?). Also on Page 5, please review the City Sign ordinance for calculating sign area. The calculation and allowances for ascenders and descenders is contradictory to the sign ordinance. 6. On Page 6, Please add an item to prohibit the signs as defined in the Carlsbad Municipal Code. 7. On Page 6, ·Item 9, Banners, Pennants and Balloons are prohibited. Please delete the text following the basic prohibition. 8. On Page 8, please only show the building storefront width dimension. The other dimensions do not serve a purpose and will confuse the sign allowances for the project. It is ok to use the widest elevation for the purposes of calculated sign area. (i.e. Building 7 width of 89 feet). Please add the square footage for each of the individual pad buildings (l?uilding 2, 3 and 4) for sign letter height information. 9. On page 9, please revise the "Note" (in yellow box) to reflect the approved Variance (V 10-01 ). The Variance permitted the Lowe's sign to have a 5' 1 0" "L" and the remaining letters are 5' tall. The overall building sign area permitted is 785.7 sq ft for the overall sign area, including backgrounds. The main north elevation sign area permitted is 349.3 sq ft. The secondary side elevation sign areas are 163.4 sq ft each. Please also add a reference to "Building 1." Please provide a summary table of all the signs proposed on the Lowe's building and show compliance with maximum square footage of signs permitted (785. 7 sq ft). PS 11-21-PALOMAR COMMONS March 15, 2011 Page 3 10. On Page 10, please correct the sign areas of the north elevation main anchor sign to 123.5 sq ft wlo background and 349.3 sq ft w/background. The total sign area for the north elevation is 458.9 sq ft (785.7 -2(163.4) = 458.9 sq ft). Also, the total of the "anchor" and "secondary" signs exceeds the totals allowed for the north elevation. Please revise the square footage allowed for the secondary signs as the "'anchor" is already determined to be 349.3 sq ft. 11. Please remove the page between pages 11 and 12 that show the various sign heights of the Lowe's main entry sign. 12. On page 12, please provide a sample calculation of the sign area allowed based on the 70% of the adjacent surface area. Please show dimensions on the sample elevation as well. If the sign adjacent surface area is 20 feet wide (i.e. west elevation building 4), that would allow a sign length of 14 feet (20 x .7 = 14 ft.). A 14 foot long sign by 2'6" tall letters would allow a 35 square foot sign. 13. Page 12 should also make allowance for two (or multiple) lines of copy not to exceed the maximum letter height. 14. On Page 12, please see note in yellow which references Page 21. Page 21 does not relate to multiple in-line tenants. This is possibly Page 17? 15. Page 13 starts with Building 4. Please arrange the Sign Program to put the Buildings in numeric order (Buildings 2, 3, and 4 -Single tenant buildings, then Buildings 5, 6 and 7 (Multi-tenant buildings)). 16. Page 13; please add the building square footage of 4,500 sq ft. The table that references the "Sq. footage of building frontage" on each page of single tenant buildings should read "Building square footage." Since Building 4 is 4,500 sq ft, it is allowed 2'6" letter heights rather than the 2' shown. (Two foot letter heights would not allow the sign area to be met.) 17. Page 14 shows the previous building elevations which have since been modified. Please contact the project architect to get new building elevations. Also add the building size of 6,000 sq ft. 18. Page 15, Gas Station Canopy. Please add sign details for the gas station canopy. The Sign Ordinance allows four canopy signs per site. The total sign area of the canopy signs is 40 sq ft. and the maximum sign height is 18 inches. The signs must be designed as an integral part of the canopy structure. 19. Page 15, Gas Station. Please make a note on the plan that only one sign will be permitted qlong the Palomar Airport Road elevation. Also add the building size of 3,770 square feet. Please correct the label of "north" elevation to "west" (which is the main entry into the building). 20. Page 17 -Multi-tenant buildings. In calculating the allowable sign area on each tenant space, the total individual tenant signage will exceed the maximum allowed for the overall building. There will need to be an artificial restriction such that each tenant sign when added to the others will not exceed the overall total allowed. Please review each of the multi-tenant buildings. 21. Page 17; the tables that reference the "Sq. footage of building frontage" on each page of multi-tenant buildings should read "Tenant square footage." Please add a note to allow for two (or multiple) lines of copy not to exceed the maximum letter height. 22. Performance of this sign criteria shall be rigorously enforced and any nonconforming sign shall be removed by the tenant or his sign contractor at their expense, upon demand by the Landlord. Exceptions to these standards shall not be permitted without approval from the Landlord and will require approval of a modification to the sign program application by the City. Accordingly, the Landlord will retain full rights of approval for any sign used in the center. No sign shall be installed without the written Landlord approval and the required City permits. ~ S1Gi>:.~[ LANDLORD/TENANT REQUIREMENTS 1. Each Tenant shall submit to Landlord for written approval, three (3) copies of the detailed shop drawings of this proposed sign, indicating conformance with the sign criteria herein outlined. 2. The Landlord shall determine and approve the availability and position of a Tenant name on any ground sign(s). 3. The Tenant shall pay for all signs, related materials and installation fees (including final inspection costs). 4. The Tenant shall obtain all necessary permits. 5. The Tenant shall be responsible for fulfillment of all requirements of this sign criteria. 6.1t is the responsibility of the Tenant's sign company to verify all conduit and transformer locations and service access prior to fabrication. 7. All electrical signs will be fabricated by a U.L. approved sign company, according to U.L. specifications and bear U.L. Label. 3. All sign fabrication work shall be of excellent quality. All logo images and type-styles shall be accurately reproduced. Lettering that approximates type-styles will not be acceptable. The Landlord reserves the right to reject any fabrication work deemed to be below standard. 9. All lighting must match the exact specification of the approved working drawings. No exposed conduits or raceways will be allowed. 10. Signs must be made of durable rust -inhibiting materials that are appropriate and complimentary to the building. 11. Color coatings shall exactly match the colors specified on the approved plans. 12. Joining of materials (e.g., seams) shall be finished in way as to be unnoticeable. Visible welds shall be continuous and ground smooth. Rivets, screws, and other fasteners that extend to visible surfaces shall be flush, filled, and finished so as to be unnoticeable. 13. Finished surfaces of metal shall be free from oil canning and warping. All sign finishes shall be free from dust, orange peel, drips, and runs and shall have a uniform surface conforming to the highest standards of the industry. 14.ln no case shall any manufacturer's label be visible from the street from normal viewing angles. 15. Exposed raceways are not permitted unless they are incorporated into the overall sign design. 16. Exposed junction boxes, lamps, tubing or neon crossovers of any type are not permitted. 17. All raceways, conduits, etc ... installed on rock background, corrugated metal and/or back of parapets to be painted a specific color to be obtained from the architect. 18. Exterior illuminated signs shall be lit such that the light source is pointed downward. Signs constituting a Traffic Hazard: No person shall install or maintain, or cause to be installed or maintained, any sign which simulates or imitates in size, color, lettering or design any traffic sign or signal, or which makes use of the words "STOP", "LOOK", "DANGER" or any words, phrases, symbols, or characters in such a manner as to interfere with, mislead or confuse traffic. 2. Signs in Proximity to Utility Lines: Signs which have less horizontal or vertical clearance from authorized communication or energized electrical power lines that are prescribed by the laws of the State of California are prohibited. 3. Signs painted directly on a building surface will not be permitted. 4. Wall signs may not project above the top of a parapet, the roof line at the wall, or roof line. 5. Vehicle Signs: Signs on or affixed to trucks, automobiles, trailers, or other vehicles which are use for advertising, identity, or provide direction to a specific use or activity not related to its lawful activity are prohibited.( I.e. Delivery trucks with tenant signage is OK!) 8. Light Bulb Strings: External displays, other than temporary decorative holiday lighting which consists of unshielded light bulbs are prohibited. An exception may be granted by the Landlord when the display is an integral part of the design character of the activity to which it relates. 9. Banners, Pennants & Balloons Used for advertising purposes are prohibited. 10. Billboard Signs are not permitted. 11. The use of permanent "sale" signs are prohibited. The temporary use of these signs are limited to a thirty-day period and is restricted to signs affixed to the interior of windows which do not occupy more that 20% of the window area. Each business is permitted a total of not more than ninety (90) days of temporary window sale signs per calendar year. 12. In accordance with the City of Carlsbad municipal code, please review section 21.41.030 for City's list of prohibited signs 13. No standard plex faced cabinet construction allowed. ABANDONMENT OF SIGNS: Any tenant sign left after thirty (30) days from vacating premises shall become the property of Landlord. D INSPECTION: Landlord reserves the right to hire an independent electrical engineer at the Tenant's sole expense to inspect the installation of all Tenant's signs and to require the Tenant to have any discrepancies and/or code violations corrected at the Tenant's expense.
