SUBJECT Aviara Master Community Signage Program
The review of your kiosk signage program is continuing. The Traffic Engineering division
has received your submittal along with the 1 :40 scale grading and improvement plans
showing exact sign locations that I prepared. When their comments are received, I will
contact you with our determination.
Attached are the comments on the written program. Both the City’s sign ordinance
(Chapter 21.41 of the Municipal Code) and the Aviara Master Plan are referred to in the
comments. If you need copies of these documents, or have any additional questions,

AVIARA
INTRODUCTION
The Aviara Master Community Identity and Signage Program
embodies a comprehensive system of signage and
monumentation establishing the California theme suggested
for Aviara in the plans.
The monumentation and signage which is planned and
designed kill be a balanced and responsive part of the
community. Its strong design theme will help create a sense of
unity and place in the community.
The utilization of the Aviara Master Community Identity and
Signage Program will provide a balance between commercial
and aesthetic interests, generating signage and monumentation
which enhances the environmental and architectural features
of the area. The guidelines provide for types and sizes of signs
and monuments which allow the community to express its
unique character and attributes.
Model, temporary and on-site project signage may be designed
and implemented for that project with the consent of the

Entry statements into Aviara are expressed through the use of
entry walls and landscaping. The major entries to Aviara will
be at Alga Road and on the north entry to the project at
Poinsettia Lane and Alga Road.
The walls will be concrete block with stucco finish.
"Coming Soon'' signs will be to inform potential homeowners of
upcoming projects in Aviara, and will be located on the parcel
with the approval of the Aviara Architectural Review
Committee for location and designated information supplied
by the developer. Standard design of the signs will be provided
Any felocation of these types of signs mdst be approved by the
Aviara Architectural Review Committee and the City of
Carlsbad.
The Aviara Land Associates will contract with MSI or another
professional sign company for the maintenance or relocation of
these signs.

KIOSKS
Kiosks will be used to direct potential homebuyers to the
different projects in Aviara.
Kiosks will be constructed of wrought iron with a patina'd
finish and MDO panels similar in form to the wrought iron
details on the Master Community walls. They will be 8'0" in
height, 5'3" wide and panels will be 4'7" in length with a width
of 6". Kiosks will have 6 panels maximum per sign and any
changes to the information on the signage is subject to review
of the Aviara Architectural Review Committee. 3 c&j Jd
Initial kiosks will be located on Alga Road facing both
directions at each intersection on opposite sides of the street.

to the limitations of this chapter and this section.

tional freestanding sign shall be subject to the
following limitations:
( I) The signs are monument signs. not greater
than eight feet in height or eight feet in length or
pole signs not to exceed twenty feet in height;

21 .-I 1.076 Temporary community directional
signs.
(a) The intent of this temporary section is to
provide directional information so that residents
of and visitors to the city can easily find public
places. residential neighborhoods or remote
areas in an attractive and safe manner consistent
with the city's prohibition against off-site adver-
tising signs or displays. A community directional
sign is a sign installed and maintained according
to the provisions of this section. Other signs
owned and maintained by the city of Carlsbad or
the Carlsbad housing and redevelopment agency
shall not be subject to the provisions of this sec-
tion.
(b) Temporary community directional signs
arc permitted in all zones subject to the provi-
sions of this section.
(c) All Community directional signs shall be
located on one of the approved community
directional kiosks located at various points
throughout the city.
( I) The planning director shall prepare a luosk
location plan showing the locations where hosks
may be permitted. The plan shall be kept on file
in the planning department. The specific loca-
tion of each kiosk shall be approved by the plan-
ning director prior to construction and shall
comply with the kiosk location plan. Each kiosk
location shall not interfere with trafic safety.
(2) One kiosk design will be utilized through-
out the city. This kiosk design is on file in the land
UK planning office.
(3) Kiosks may be located on private property
or in the public street right-of-way. All kiosks that
are to be placed on private property shall be with
written consent of the properry owner. Written
consent shall also include a provision permitting
the city, in the event of noncompliance. to enter
said propeny and remove the sign or its attach-
ments. A copy of said consent shall be filed with
the land ux planning ofice prior to approval of
the kiosk by the land use planning manager.
(4) The construction of the luosks and leasing
of space on the kiosk shall be administered by the

city council or their designee. The city council, at
their option, may designate another public or
quasi-public organization to administer the
construction and/or leasing of sign space on the
kiosks. The .lease cost shd be established by the
city council.
(5) Each kiosk will have "City of Carisbad" or
the city logo displayed in a prominent location
on the sign.
(6) Each kiosk shall contain space for at least
one sign indicating the location of individual
communities, public buildings or public facilities
or services.
(d) Each approved neighborhood or subdivi-
sion over four units may have up to a maximum
of eight community directional signs as defined
in Section 21.41.030.
(I) The number and locations of community
directional signs for each project shall be deter-
mined by the land use planning manager after
final map approval and prior to the issuance of
building permit. Criteria for determining the
number of directional kiosk signs shall include
the size and location of the subdivision. The city
council may by resolution adopt guidelines
establishing more specific criteria
(2) Each kiosk shall not exceed five feet in
width and ten feet in height Individual dim-
tional kiosk signs shall be constn~cted to con-
form to the size and design of the kiosks. In no
event may the signs exceed ten inches by 60
inches.
(3) All individual community directional
signs mounted on the kiosks shall be the same
design and shall k dark brown wood with rou-
ted-in white lettering. Letters shall be consistent
in size, width and thickness of print. Letten shall
be all upper casc letters not more than six inches
in height. Individual community directional
signs shall be approved by the land use planning
manager prior to mounting on a kiosk to ensure
compliance with this section. In no case shall a
sign be mounted on a kiosk before building per-
mits have ken issued for the model homes.

(4) Each sign may contain only the name of
the subdivision or community and must contain
a dirrctlonal mow.
(5) There shall be no additions, tag signs,
streamers, devices, display boards, or appunc-
nances added to the sign as originally approvtd.
Further, no other directional signing may be ~d
such as posters, trailer signs or temporary sub
division directional signs.
(6) Any sign placed contrary to the provisions
of this section may be removed by the city with-
out prior notice.
(7) Upon approval by the land w planning
manager, community directional signs shall be
permitted until the homes within the subdivision
art sold or for a period of one year, whxhever
comes first. Extensions not exceeding one year
may be granted by the land use planning man-
ager.
(8) A neighborhood shall not be allowed any
directional kiosk signs if'there art any other signs
advertising the neighborhood anywhere in th
area covmd by the city's general plan. if any
advertising signs an erected and not promptly
removed upon demand by the city, all kiosk signs
for that subdivision shall be removed. the lease
cancetled and no refund given.
(e) The city council may establish a fee for city
review of each individual community directional
sign that wdl be mounted on the kiosks. (0 This section shall be effective until January
1, 1995, unless before that date the ordinance
codified in this section is reviewed and extended
by the city council.
(g) This section is intended to permit off-site
dinctional signs necessary to serve the people of
Cahhd. By enacting this &on the city coun-
d docs not intend to alter its total ban on all off-
site advcrtising signs or displays. If this don or
any part of it is deemed unconstitutional all
kiosks shall be immediately removed along with
all directional signs permitted under this section.
Any least payment made for the time after the
removal of a kiosk shall be returned to the iesstt
