Dear Mr. Lynch,
Thanit: you for your letter of June 29, 1990. I believe that you should drive north and south On 1-5 from Poinsettia to Las Flores.
1. Planning Systems signage is directly on 1-5 facing East not on Avenida Encinas.
2. O'Neil Environmental signage is directly on 1-5 facing
East not on Avenida Encinas.
3. Stillman Seal signage is directly on 1-5 facing East not North or South.
4. Stanger Dental signage is directly on 1-5 facing West.
5. Chapman College, San Diego Florist Supply, Floral
Trade Center, do indeed face Avenida Encinas. However,
if you drive the area you will see that there are
designated green spaces which are not large enough to build upon. Therefore, these businesses have very effective freeway frontage signage facing East.
6. First Baptist Church, Rick Engineering, and Cotton-
Ritchie do face West on Pi0 Pico. Once again, there is no land opposite these businesses, therefore these firms have very effective freeway signage.
To make the statement that Prudential-Bache, Coldwell Banker, Sun Harbor, and Home Saving signage were previously issued in error is unbelievable to me. Home
Savings sign was installed approximately 60 - 90 days
ago.

It appears to me that if one is a major car dealership, national
security dealer, statewide financial institution, or a national
real estate firm, the sign ordinance does not apply. It is also obvious to me that if you are a Carlsbad resident of 20 years, a Carlsbad business of 15 years, the sign ordinance applies.
When I originally met with you on June 11th I told you that I
should have the right to appeal your decision. You told me to put
my appeal in writing and to not send it to Mr. Holzmiller as he
would delegate it to you, so just send the letter addressed to you,
which I did on June 11th. Your reply dated June 29th is basically a review of our June 11th conversation. Therefore, to whom do I address my appeal to the sign ordinance?
