Califomla 9271 5 [714] 756-6440 - FAX (71 41 756-6444 ~~ ~~~ ~ MEMORANDUM TO: Perry Paganelli, Mobil Oil Corporation FROM: Karl HUY, KHR Associatesm DATE: July 30,1992 SUBJECT: Monument Sign at Mobil Oil S/S #lS-FYJ, Carlsbad DISTRB: Jeff Gibson, Michael Huy, Project File Be advised that a meeting was held on July 29,1992, at the City of Carlsbad Planning Department to discuss specific items regarding the proposed monument sign at the above referenced project site. Those in attendance included Mr. Eric Munoz (City Plan- ner), Mr. Jeff Gibson (City Planner), Michael Huy (KHR Associates) and Karl Huy (KHR Associates). The items discussed are as follows. 1. Monument Sign Height - In the past, questions have been brought up regarding where the height of the monument sign is measured from. It had been indicated in the past that the sign was to be measured from the top of grade and that the signzould be no higher than 6'-0". The problems with this determination was that the sign is being placed in a bermed landscape area and that no specific City standards exist to identify top of grade. Accordingly, KIIR Associates requested a clarification as to "top of grade" and whether or not the sign was measured from the top of the landscaped bermed area. Mr. Jeff Gibson indicated that the Ci.7 will measure the sign from the top of the 2'-6" larldscape beml and not from :he top of the adjacent sidewalk. Because of the contours of the landscape bemh KHR Associates informed Mr. Jeff Gibson that a portion of the, foundation for the mor-ument sigs may be exposed in the area of the 2'-0 berm (see landscape plan for clariiicication). It was indicated by the City that if any portion of the foundation is exposed that it should be treated to match the frame of the sign. In this case, said exposed portion of fcuadatjon will be treated with stucco to match the sign frame. 2. Si? Placement and Setback - IU1R Associates requested a clarification from the City as to the necessity of the 2'-O sign setback which is indicated on the plans. Mr. Jeff Gibson that the plot plan could be revised to reflect the relocation of the sign to within 3" or 4" from the back of walk. He further indicated that the City does not have a standard setback requirement for signs except that they can notbe placed within the public right-of-way. As follow up for this item, PHR AFsociates will be revising the plot plan to reflect the relocation of the sign and will be submitting a copy of the revised plan to Jeff Gibson for his files. A copy will also be given to the inspector who will approve the sign. 3. Monument Sign Foundation - During the building plan check for this project, the City never requested information regarding the type, construction and material of the proposed foundation for the monument sign. The lack of this information has prompted KHRAssociates to obtain concurrence from the City as to the exact configuration of said foundation. The City has indicated that the monument sign would be considered a free-standing 6°C)" high block wall and would require the standard foundation found in the City's standard plans. Although the signwill be 6'-0" high (measured from the top of the 2'-6 landscape berm), it may be determined that the foundation will need to be different from the standard block wall foundation from in the City's standard plans. As proposed, the foundation may be partially exposed and not completely contained within the natural soil. Because of this condition, Mobil Oil has requested an investigation into this matter by their sign contractor who will be preparing the appropriate foundation details and calculations. Once these details and calculations are prepared, they will be submitted to the City for approval.
