SUBJECT: MONUMENT SIGNAGE FOR AZURE COVE (BROCATTO)
Dear Carol:
This letter is intended to clarify the arrangement that we made on January 29,
1997 regarding the phasing of signage at Azure Cove, along Batiquitos Drive.
Since the Azure Cove development is not within the Aviara Master Plan area, no
Aviara signage may be placed within the Azure Cove property unless a Master
Plan Amendment to annex the property into the Aviara Master Plan has been
approved. This issue is pertinent because the City is currently processing two
monument sign permit requests for the Azure Cove property.
As we discussed, there are construction timing issues with the sign and related
improvements along Batiquitos Drive and the project entry walls at Gabbiano
Lane. In order to facilitate your construction schedule, it was my understanding
that the following processing scenario would occur:
1. The wall and improvements along Batiquitos Drive near the northern
boundary of Azure Cove would be approved (both through the sign permit
and Negative Declaration process), presumably for an Azure Cove entry
monument.
2. The project entry walls at Gabbiano Lane and Batiquitos Drive would be
constructed as standard walls, with six foot maximum height and capped
identical to the other project boundary walls.
3. A Master Plan Amendment to annex Azure Cove into the Aviara Master
Plan would be processed. If approved, the monument signs near the
.northern boundary of Azure Cove could be improved to include “Aviara”
master plan entry signage.

4. The project entry walls at Gabbiano Lane and Batiquitos Drive would be
enhanced to include an enlarged sign face area and Azure Cove signage,
in accordance with an approved sign permit.
The reason for this letter comes from recent events that do not match the above
processing scenario. The project planner for the monument sign permit at
Gabbiano Lane, the above-referenced permit that would follow the Master Plan
Amendment, was queried as to the status of the processing. Also, a contractors
set of the construction plans for the project walls at Gabbiano Lane showed an
enlarged sign face area on the walls. As detailed above, these walls were to be
standard six-foot high with caps, similar to the other project walls.
Until a Master Plan Amendment annexing Azure Cove into the Aviara Master
Plan has been approved, the two sign permit applications are conflicting and
cannot be processed. Either the monument sign application for the northern
Batiquitos Drive signs should be withdrawn or the application for signs and
Gabbiano Lane should be delayed until determination on the Master Plan
