BOX 2686 CARLSBAD, CA 92018 Re: Sidewalk/Freestanding Sign for Royal Palms Spirits Located at 305 Carlsbad Village Drive, Carisbad, CA Dear Ms. Laski: Thank you for submitting your application for a sidewalk/freestanding sign within the Village Redevelopment Area. Following the initial review, staff has found that some additional information is needed before the application can be deemed complete. Please submit the following items to the Housing and Redevelopment Department at your earliest convenience: A. Site Plan - The required site plan serves as the official document regulating the location and design of the sidewalk sign. A site plan is a general map of the property identifying the location of certain key features and their relation to one another. The following information must be included on your site plan: • Location and dimension of the business building, including locations of, and dimensions of entrances and exits; • Indicate the sidewalk dimensions adjacent to the business; • On the sidewalk along Carlsbad Blvd., indicate the location of the bench, public pay phones, trash enclosure and the proposed location of the sidewalk sign; and • Clearly delineate a minimum five foot (5') wide clear area over the entire length of the sidewalk in front of the business. The purpose of this requirement is to ensure compliance with the established regulations for freestanding signs which mandate that a clear area of at least five feet (5') in width must be maintained for pedestrian use over the entire length of the sidewalk in front of the business. B. Buildinq Elevations - As a separate attachment to the building elevations which were submitted, please list the size of all existing signs on the building, including wall signs located on the front, sides and rear ofthe building. C. Certificate of Insurance - A Certificate of Insurance in the amount of $1 million which lists the City of Carlsbad and the Cartsbad Redevelopment Agency as additional 2965 Roosevelt St., Ste. It is my understanding that the Certificate of Insurance was requested, but was not available at the time the application was originally submitted. If you so choose, this required item of information may be submitted directly to us by your insurance earner. Finally, as was noted in the application matenal for Sidewalk/Freestanding Signs, all existing building signage for a business must conform to the sign standards set forth within the Village Master Plan and Design Manual before a permit will be approved for the sidewalk sign. A majority of the existing signs on the property appear to be consistent with the current regulations with the exception of the window signs. The Village Master Plan and Design Manual specifies the maximum allowable area for window signs is 10% of the aggregate window area. It appears from the photographs submitted with the application, that the existing neon signs in the front window exceed the maximum allowable sign area. Therefore, pnor to approval ofthe sidewalk sign, the window signs must be reduced so as not to exceed 10% of the window area. Along with the information to be submitted under item B. listed above, please identify any existing signage which will be removed in order for the sidewalk sign to be approved. Once the items contained in this letter are submitted, the Housing and Redevelopment Department will continue processing your application. As a reference tool, 1 have enclosed a copy of the Sidewalk/Freestanding Signs - Location and Development Criteria, as well as the sign guidelines for window signs for your review. CA 92008 Dear Mr. Seibert: Thank you for submitting an A-Frame Sign Permit Application for Royal Palms Spirits at 305 Carlsbad Village Drive. Your application and check for $30.00 is being returned. All of the existing signage (mounted and painted signs) has not been included on the application. The Carlsbad Municipal Code Section 21.41.030 defines a sign as: "any structure or device, whether movable or not, or portion thereof, or device or structure attached thereto, or painted or represented thereon, consisting of any letter, figure, character, marquee, poster, picture, trademark or reading matter which is designed and placed so as to be readable principally outside of a building and which is used or designed to announce, declare, demonstrate, display or othen^^ise identify, advertise, attract, or promote any person, business product or event." If you would like to resubmit the application for consideration, it will be necessary to measure all of the existing signage (mounted and painted) and determine if there is excess signage available for an A-Frame sign. Based on 70 lineal feet of building frontage the maximum signage allowed by the Village Design Manual is 42 square feet. The Village Design Manual Indicates that in approving an A-frame sign the City shall make the findings that "business applying for the permit has no existing free standing signs or no ability to have a freestanding sign pursuant to the City sign ordinance; that the general exposure of the business is poor; and that a portable sign will provide necessary identification for the business taking into consideration the overall amount of signing already utilized by the applicant." Based on the corner location of the business, the amount of existing signage on site, at this primary intersection within the Village Redevelopment Area, the general exposure seems quite visible. 2965 Roosevelt St., Suite B • Cartsbad, California 92008-2389 • (619) 434-2810/2811 ^ The proposed A-Frame sign (sketch) submitted with the application does not indicate how the business will be identified or what will be written on the sign. In addition, the sign that is currently on display (without a permit) in the public right of way, has regularly been affixed with paper advertising which is not attractive or desirable on an A-Frame signs in the Village Redevelopment Area. If you would like to resubmit an application for additional signage, please forward the information to me at the City of Carlsbad, Housing & Redevelopment Department, 2965 Roosevelt Street, Suite B, Cartsbad, CA 92008. In the meantime, the proposed sign should not be placed In the public right of way, in front of the business because nonconforming signs can be removed by the City without notice, per Carlsbad Municipal Code Sections 21.41 and 21.20. This business has not yet applied for an A-frame sign permit. Enclosed is a letter about the process, a descnption of the maximum signage permitted and an application for the A-frame sign permit. You may wish to calculate the maximum amount of signage permitted for the site (including signs on the building and the A-frame sign) to determine if and how large of an A-frame sign could be at this site based on the criteria In the Village Design Manual. To calculate the maximum signage, multiply the length of building frontage x .6 for the site.
