All four signs are temporary. The review included the application submitted November 23, 1999, and revisions filed December 14 and 20. Our comments on the sign program are as follows: 1. Sign locations, colors, and materials are consistent with the Green Valley Master Plan and El Camino Real Corridor Development Standards. For the main identity signs, the proposed maximum height of 5 feet above El Camino Real as measured from the street grade is also consistent with these requirements. Also, the City’s Traffic Operations Division found the main identity signs are properly proposed in relation to right of way and traffic safety site areas. 2. The Green Valley Master Plan’s general provisions common to all signs prohibit pole signs within the Master Plan area (see pages IV-28 to 30). Please revise the directional sign plans so poles are not visible. 3. On December 14, the City Council adopted enclosed Urgency Ordinance NS- 526, prohibiting the issuance of sign permits for and/or the placement of large freestanding signs. This Ordinance, effective for 45 days, affects the two large signs you have proposed. A Council public hearing is scheduled January 18, 2000, to consider extending the Ordinance. The Ordinance allows the placement of freestanding signs that do not have any dimension greater than 8 feet (including any support structures and framing) and a sign face area no more than 35 square feet. The sign proposed near La Costa Avenue (sign program exhibit “C”) does not meet the Ordinance requirements because it has: l A sign face area of approximately 50 square feet; 2075 Las Palmas Dr. - Carlsbad, CA 92009-1576 - (760) 438-l 161 - FAX (760) 438-0894 PS 99-133 SIGN PROGRA% FOR LA COAST GLEN TEh4PORAItf.Y SIGNS December 22,1999 Page 2 l Across the bottom portion on which Secure Retirement Living is proposed, a width slightly more than 8 feet. The other freestanding sign planned near Levante Street (exhibit “E”) also does not comply because it has: l A sign area of much more than 35 square feet, and; l A height exceeding the maximum 8 foot dimension allowed, and; l Across the bottom portion on which Secure Retirement Living is proposed a width slightly more than 8 feet. - 4. Staff has counted the lower halves of both main identity signs as sign face area because the text and color on them help identify La Costa Glen. They will not count as sign face area if the text is eliminated and if the color is changed to one unrelated to those proposed on the rest of the sign. However, keep in mind that the Uraencv Ordinance does not allow anv sian dimension over eiaht feet, includina anv suoport structures and framina. 5. There is no consideration in the Urgency Ordinance for averaging height or any other sign dimension based on topography. Perhaps the grading of a small pad along El Camino Real (if permitted based on winter grading restrictions, among other things) could enable the exhibit “E” main identity sign to be installed in the location proposed and within the confines of the Ordinance. At its January 18 meeting, the City Council may consider exempting your sign program application from the Urgency Ordinance requirements since it was submitted before the ordinance passed. However, signs installed before such consideration is made (if it is made) must comply with the Urgency Ordinance. Please call me if you have any questions at 438-l 161, extension 4457.
