Re: Sidewalk/Freestanding Sign for Kelley Graphics
Located at 2814 Roosevelt Street, Carlsbad, CA
Dear Mr. Kazakevitch:
Thank you for submitting your application for a sidewaik/freestanding sign within the
Village Redevelopment Area. Following the initial review, staff has found that some
additional information is needed before the application can be deemed complete.
Please submit the following items to the Housing and Redevelopment Department at
your earliest convenience:
A. Site Plan - The required site plan serves as the official document regulating the
location and desigh of the sidewalk sign. A site plan is a general map of the
property identifying the location of certain key features and their relation to one
another. The following information must be included on your site plan:
North arrow and scale;
Name and address of applicant and/or sign maker;
Location and dimension of proposed sidewaik/freestanding sign;
Width ofthe sidewalk in front ofthe business;
Location and dimension of the business street frontage on Roosevelt,
including locations and dimensions of entrances and exits;
• Locations and dimensions of existing parking areas, points of vehicular
access to the property/business, curb cuts providing handicap accessibility to
the sidewalk, and any street trees or street lights in the area in front of the
business; and
• Clearly delineate a minimum five foot (5') wide clear area over the entire
length of the sidewalk in front of the business. The purpose of this
requirement is to ensure compliance with the established regulations for
freestanding signs which mandate that a clear area of at least five feet (5') in
width must be maintained for pedestrian use over the entire length of the
sidewalk in front ofthe business.
B. Building Elevations - As was noted in the application material for
Sidewalk/Freestanding Signs, all existing building signage for a business must

conform to the sign standards set forth within the Village Master Plan and Design
Manual before a permit will be approved for the sidewalk sign. Therefore, building
elevations are required to show the location and total amount of existing signage on
the business building. As an alternative you can provide pictures of the building
facade showing all existing signage. The pictures would have to be accompanied
by information showing the exact size and dimensions of each sign.
In addition to the above listed items, please complete Sections 5 and 6 of the original
application (enclosed). Once the items contained in this letter are submitted, the
Housing and Redevelopment Department will continue processing your application. As
a reference tool, I have enclosed a copy of the Sidewalk/Freestanding Signs - Location
and Developinent Criteria as well as the supplemental application information pertaining
to the required plans. If you have any questions regarding the information contained in

Applicant never responded to March 11,1999 correspondence requesting site
plan to complete the application. On October 24, 2001, applicant was contacted
by telephone and he informed staff that he didn't utilize an A-Frame sign and no
longer felt a need for one. He was told by staff that his application would be
withdrawn.
