I received the Certificate of Insurance from your insurance agent on September 13, 1999 and was able to foHA/ard your application onto the Housing and Redevelopment Director for final approval. Attached is a copy of the approved Sidewalk Sign Permit for your records. The attached permit allows you to retain your sign for; 1) as long as the Housing and Redevelopment Commission allows sidewalk signs to remain, 2) as long as the sign continues to meet the standards outlined within the Carlsbad Village Master Plan and Design Manual, and 3) as long as the sign is consistent with this permit approval and displayed in the manner depicted on the approved plans. It is important to note that the Housing and Redevelopment Commission will complete an annual review of the sidewalk sign regulations to determine their continued applicability. Thank you for your cooperation in acquiring the required sign permit. If you should have any questions regarding the information contained in this letter, please call me at (760) 434- 2813. A field review of the site was performed. There were two portable signs in place between the driveway and Carlsbad Boulevard. The sign from the Dream Weaver Hair Salon was located near Carlsbad Boulevard and did not affect sight distance. The sign from the Status Chocolate Candy Store was located approximately 32 feet west of the driveway and was found to restrict sight distance to approximately 130 feet. The speed limit along this stretch of Carlsbad Village Drive (between Carlsbad Boulevard and Washington Street) is 25 mph. The required stopping sight distance for 25 mph is 150 feet minimum. With the permission ofthe store owner, the sign was moved to the east approximately 25 feet. This increased sight distance from the driveway to over 200 feet which satisfies the stopping sight distance requirement. The new location was satisfactory with the store owner and he agreed to place the sign at the new location from now on. If you have any questions, feel free to contact me at extension 4500. I have the field notes from my visit as well as polaroid pictures from the driveway showing new and old sign locations.
