Lichter 610 Ash Street #1400 San Diego CA 92101 SUBJECT: PRE 99-03 THE ISLAND @ CARLSBAD APN: 2 12- 120-04-00 A preliminary review of your project was conducted on February 4, 1999. Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. The oreliminarv review does not represent an in-depth analvsis of your oroiect. Additional issues of concern mav be raised after your aoolication is submitted and processed for a more sDecific and detailed review. Planning: 1. The project concept is supported by the Planning Department. A staff representative should be included as a member of the detailed architectural review of the project prior to a submittal for building permit. 2. The Shopping Center parking ratio may be applied to the retail/restaurant/food court/bank portion of the property which is one space per 200 square feet of gross building area. The gas station should be parked at 1 space per 300 square feet of retail space. 3. A second pedestrian access point from the College Boulevard sidewalk could be provided where the food court and shops adjoin. 4. It is assumed that the loading and service area for the site is located in the southwest corner and easterly along College Boulevard. If this is true, integrated screening should be provided along the College Boulevard frontage from the southwest property line to the eastern end of the two story retail building. 5. The landscaping on the southwest corner of Faraday Avenue and College Boulevard could be redesigned to open up visibility of the fountain court and to include a project theme palette. 2075 La Palmas Dr. - Carlsbad, CA 92009-1576 l (760) 438-l 161 l FAX (760) 438-0894 53 PRE 99-03 - ISLAND @ CARLSBAD February 9,1999 Page 2 6. Because of the pedestrian emphasis of the project, benches, tables, and/or similar facilities should be placed throughout the public pedestrian areas. 7. A comprehensive sign program should be developed for the site. The sign program could designate two types of exterior wall signage. Street frontage may be conservative while interior could be more flamboyant. Monumentation at the corner of College Boulevard and Faraday Avenue should be limited to project identification. Tenant monumentation is more appropriate at project entrances or at the corner of Van Allen Way and Faraday Avenue for the gas station. 8. Because the parking is focused to one side of the site, articulated pedestrian paths could be used to direct movement from the parking lot into the retail/food court area. Articulation also serves as a warning for vehicles that pedestrians may be present. Enaineering: 1. The proposed access on Faraday Ave. is a violation of City Standards. To consider a design like this, a median and a trap right turn lane from Van Allen Way to the driveway should be included. The applicant’s traffic report should identify the impacts of this driveway and the friction to Faraday Ave. as a Secondary Arterial and if necessary, propose additional mitigation. 2. The Access to Van Allen Way appears to be too close to Faraday Ave. The minimum spacing per City Standards is 300’. 3. The site plan should include a traffic & circulation plan. Truck, delivery, and gasoline semi tanker circulation should be shown. The applicants design engineer should use Cal Trans. turn templates 407 D & E. 4. Sight distance should be shown at all intersections. Clear areas should be provided. Walls, landscaping and monument signs should be pulled back to maintain visibility in all directions. We ask that the sight distance or clear areas be shown on the landscape and grading plans to avoid design error. 5. The site plan will require a NPDES pollution plan. The design engineer should review available methods of filtering pollutants from runoff.
