Of those 7 homes, 6 of them are Plan 2's. We are seeing a strong demand for the 1X plan and can't keep them "on the shelf'. We would like to meet buyer demand by increasing the number of 1X plans available to them. We have kept the same elevations that were plotted with 2 plans. Items 4-6: We would also like to redesign the front courtyard of the 2A in order to meet buyer demand by enhancing the front elevation. Potential buyers have told us they don't like the lack of privacy provided by the current design. Therefore, we are considering a solid wood gate between the pilasters. The gate details have not yet been determined. We would also like to keep the arched window as a focal point by removing the wall that is currently partially blocking it and adding a pot shelf. These revisions would affect Planning Areas 16 and 18, and as a result of the requirement that PA 14 development with the" Alternative Use" comply with requirements of adjacent PA 16, they would also affect the Alternative Use development of PA14. We are requesting three minor revisions to the wording of the Master Plan. These revisions are listed, and justification provided for each, as follows; 1. Include a Dco.ign Criteria which would eliminate any requirement for 25% t~f the garages to be E'et back 3U feet behind the frmzt property line; Justification: We are informed that the City is expected to eliminate this standard from the next iteration of the Planned Development (P-D) Ordinance due to the fact that the advantages which accrue from implementation of the requirement do not outweigh the disadvantages and costs associated with it. The proposed revision would bring the Master Plan into compliance with the proposed, new P-D Ordinance. 2. Include a Design Criteria which would eliminate any requirement for 25% of the units to be designed with Pasadeua drive·ways; Justification: Similarly to Request n above, we are informed that this requirement is also expected to be eliminated from the proposed P-D Ordinance, and thus the requested revision would bring the Master Plan into compliance with the new P-D Ordinance. 3. Revise the Master Plan design criterion i.L1hich requires at least one elevationlplmz to include a two-car garage with two separate garage doors facing the street. 1530 FARADAY AVENUE • SIDTE 100 • CARLSBAD, CA 92008 • (760) 931-0780 • FAX (760) 931-5744 • info@planningsystems.net Don Neu April 28, 2008 Page2 Justification: This requirement of the Master Plan should be removed because; (a) substantial evidence exists that home purchase customers prefer a single door because the two, small-door alternative is more difficult to maneuver a vehicle into and out of; (b) the two, small-door alternative results in increased difficulty for homeowner pedestrian access into and out of the garage between cars; (c) the two, small-door alternative results in a need for increased garage width, which makes it more difficult to de-emphasize the garage portion of the architecture; (d) the perception by the homeowner customer is that the two, small door alternative adds cost without value to the house, and (e) neither the existing nor the proposed P-D Ordinance includes this provision. In consideration of the above justifications, we request your approval of the referenced revisions, and anticipate that the revisions can be considered an "Administrative Adjustment" per Section V(D) of the Master Plan, and thus will be assessed and approved administratively. Attached are specific revised pages of the Master Plan which we request to replace the existing referenced pages. Please let me know if you need any further information on this matter. u~-y~ Paul j. City Council Policy 66 2"d request: Please provide documentation demonstrating compliance with City Council Policy 66 (Please contact your staff planner for a template of these tables). Areas of concern are as follows: 1. Building Facades, Front Entries and Porches -building entries and windows should face the street. Front porches, bay windows, courtyards and balconies are encouraged. 3. New Comment: Please include landscape plans for the front yard landscapjng. The fencing plans may need to be modified relative to the structures. Please coordinate between the Architect and Landscape Architect. Engineering: None. ISSUES OF CONCERN Planning: 1. New comment: The plotting plan has been revised so now, two-story homes are located on the majority of the corner lots. Please revise the site plan to a layout that is more consistent with the previous plan. Using one-story plans (or modified single-story) adjacent to the corner lots reduces the visual impact of the buildings along the street. It is recommended that the Plan 1 should be used adjacent to the pocket park wherever possible. 2. 2"d Request: The proposed architectural designs do not appear to incorporate the design elements shown in the MP to a level of detail which fully captures the architectural themes. Recommendations include the following: a. Incorporate the accent building materials (stone, brick, etc) into the rear elevation and as a more prominent part of the front fac;ade. b. Emphasize the front entry elements. Incorporate true porches into the Plan 1 or add a second floor balcony to Plan 1X. c. Garage doors should be unique to each architectural style. Please return all redlines with your next submittal. 3. 2"d request: Residences should be plotted so that rooms with exterior views and/or exterior access are oriented towards the larger sideyard or open space. In some instances it is recommended that the units should be shifted, reversed, or replaced with a different floor plan. This would also result in a public view of the "more enhanced" side elevation of each unit. Please see redlines for recommendations. Consider reversing the units on Lots 89, 117, 130, and 179. 4. 2"d request: PA 16 -Consider designing some of the units with a balcony option, especially for units that can take advantage of views out over the open space. Engineers Plan (new comments): 5. Delete the reference to PA 14 recreation area 011 the cover sheet. 6. On the cover sheet, please provide data specific to PA 16 as requested (see redlines). 7. Please plot the entry portico on the Plan 28 and plan 2 C. 8. Please include a sidewalk to the entrance on the Plan 1 rather than using the driveway as the entrance to the residence. Consider providing a direct connection from the public sidewalk to the front entrance where possible. Please coordinate with the architect. 9. Coordinate with the architect to show the courtyard walls for Plan 1 and the courtyard design for Plan 2. 10. Some of the dimensions on the plotting plans are difficult to read. Please see Engineering redlines for dimensions that are missing or are unclear. Please return all redlines with your next submittal. General (new comment): 11. The lot coverage for some of the two-story units approaches the 45% maximum. Disclosers will need to be provided clearly stating that future additions may not result in a lot coverage that exceeds 45% of the net pad area for two-story structures and 60% of the net pad area for one-story and modified one-story structures. We have chosen to separate the process for PA 16 & 18 from PA 17 as these areas are anticipated to be built by different homebuilders and they also utilize different architects. Additionally, the architectural designs for PA 16 & 18 were completed utilizing the new PD Ordinance, which has yet to go into effect due to the pending approval by CA Coastal Commission. We understand that if these neighborhoods go to hearing prior to ordinance adoption, they will require a concurrent minor master plan amendment. Planning (Items needed to complete application) : 1. Acoustical analysis for PA 18 is included herein. 2. Lot coverage has been adjusted to comply with the Master Plan allowance. 3. Sidewalks to front entrances added to PUD plotting plans. 4. It would also help to reinforce the California Bungalow design theme used for the pool house (in PA 19) by providing this architectural style within the single-family residential areas of the East Village. 2. The proposed architectural designs do not appear to incorporate the design elements· shown in the MP to a level of detail which fully captures the architectural themes. Recommendations include the following: a. Incorporate the accent building materials (stone, brick, etc) into the rear elevation and as a more prominent part of the front fa<;ade. Incorporate true porches into the plans for PA 16 and 18. c. For the "Italian Tuscany" style, add arched garage doorways, decorative wood corbels, and additional stone wainscot accents. The PA 17 elevations do not appear to have a 'Tuscan" style. d. The "English Country" style elevations should have a more vertical massing form with steeper roof elements or an asymmetrical "saltbox" style roof pitch at the front entry. Use additional decorative elements on the front and rear elevations including wood accents on gable roof ends, dormer windows, arched elements, exposed rafter tails, and door/window corbel details. e. The "Mission" (Spanish) style in PA 16 and 18 should be modified to incorporate additional arched elements in the front and rear elevations. Add details to exposed gabled ends where possible. Please continue the foam eave around all sides of the buildings in PA 17. In general, the "Mission" elevations could use additional enhancements at windows including decorative iron elements or other decorative features. f. For variety, change some of the Plan 1, 2 and 3 elevations to the "California Monterrey" and "California Bungalow" styles. g. Enhanced elevations should be provided on all street sideyard elevations and on side elevations facing circulation element roadways, recreation areas, or open space. h. Garage doors should be unique to each architectural style. i. Please show 392 square feet of storage area within each garage. The tandem spaces may count towards this requirement. In areas where the garage is only 20' x 20', provide an overhead or wall storage system. 3. Staff is available to discuss the suggested architectural modifications in more detail. In addition, it is likely that modifications to the floor plans wjJ] be required for PA 16 and 18 in order to meet the requirements for lot coverage, modified second-stories, and front porches. 4. Residences should be plotted so that rooms with exterior views and/or exterior access are oriented towards the larger sideyard or open space. In some instances it is recommended that the units should be shifted, reversed, or replaced with a different floor plan. This would also result in a public view of the "more enhanced" side elevation of each unit. Please see redlines for recommendations. 5. PA 16 -Consider designing some of the units with a balcony option, especially for units that can take advantage of views out over the open space. 6. PA 17 -Please use 24x36 sheets for the architectural plans. 7. Please dash in the general location of the sideyard fencing on the PA 17 elevations (similar to PAs 16 and 18). • PUD 06-12(A)/PUD 06-13(A)/PUD 06-14(A) -ROBERTSON RANCH EAST VILLAGE PAS16, 17 AND 18 September 28, 2007 Pa e5 8. Some of the dimensions on the plotting plans are difficult to read. Please see redlines for dimensions that are missing or are unclear. 9. Somewhere on the plans (Engineer's, Architect's, or both) the required usable rear yard open space dimensions should be defined (15' x 15' for single-story and modified single story; 18' x 18' for two-story) 10. Please dimension all off-sets and dimensions on the floor plans. See 11 x 17 red lines plans for additional comments. 11. Please return all redlines with your next submittal.
