Description/Explanation: The project proposes to create four (4) lots from two (2) exiting lots by a lot split parcel map P-1(B) Page 1 of 1 Revised 07/10 ENVIRONMENTAL SETTING 32, Project Siie The property is located in the city of Carlsbacl on a bluff above the east side of El Camlno Real, north of Tamarack Avenue and south of Chestnut Avenue, It is contiguous with a single family, detached residential neighborhood development of the same R-1, 4 units per acre zoning on the north, south and east sides The property has had some changes from its natural stale- The eroded slopes of the bluff have been graded to a 1 5 to 1 slope and reinforced with Geo-grid This grading was done by a street widening project executed by the City. The City grading operation cut in a dnveway bench from El Camino Real up to the top of the bluff and provided a 24 foot wide AC paved traveled way. The top of the bluff IS flat and vacant with drainage patterns directed towards the driveway. This is considered the existing condition for the hydrology study. The streets are wide enough for two lanes plus parking with a non-contiguous sidewalk in a TO foot parkway and all electrical wires are underground. The lots are large by today standards, in the range of 10.000 square feet and the homes aro old enough to have gone through some renovations- Garages have been expanded to 3 cars, second stones have been added to some and it appears some of the homes look too new and may have replaced the onginal dwelling. Per SMA Section 66451.1, this time limit may be extended by mutual consent of the applicant and the city to allow for concurrent processing of related approvals or an environmental review of the project. By accepting applications for tentative parcel maps concurrently with applications for other approvals that are prerequisites to the map (e.g.. Environmental Information Forni, Environmental Impact Report, Condominium Permit, Planned Unit Development), the 50-day time limit is often exceeded. To view the SUSMP, refer to the Engineering Standards (Volunne 4, Chapter 2) at vww.carisbadca.aov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (sutxlivision, discretionary permits and/or constmction permits). The results of the questionnaire determine the level of stom water standards that must be applied to a proposed development or redevelopment projecL Depending on the outcome, your project will either be subject to 'Standard Stomiwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incon-ectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the retum of the development application as incomplete.
