Subject: PUD 92-01F Le Clair House Addition
Mr. Le Clair, As requested by you wife over the phone today I am sending the aerial photo with topography
that was intended to illustrate the discrepancy with similar information shown on the site plan as submitted
for engineering review, but appears to have been omitted from the correspondence that was sent to
you/your architect. I have discussed the related issue with Bonnie and given her clarification on the
topography and retaining wall/grading issues. We also discussed the issue regarding storm water quality
notes; if a legible copy is not available to be included on the plans, the intent is not served. I would not
require the notes, but they are applicable as ground disturbing activities are proposed with the subject
development. I will condition the PUD to be in full compliance with Federal and State EPA-National
Pollution and Discharge Elimination System (NPDES) requirements during construction, as is sufficient to
secure the interests of the City. Further information regarding NPDES requirements can be obtained from

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your Planned Unit Development Amendment, application no. PUD 92-01 (F), as to
its completeness for processing.
The application is complete, as submitted. Although the initial processing of your application
may have already begun, the technical acceptance date is acknowledged by the date of this
communication. The City may, in the course of processing the application, request that you
clarify, amplify, correct, or otherwise, supplement the basic information required for the
application. In addition, you should also be aware that various design issues may exist. These
issues must be addressed before this application can be scheduled for a hearing. The Planning
Department will begin processing your application as of the date of this communication.
At this time, the City asks that you provide 2 complete sets of the development plans so that the
project can continue to be reviewed.

ISSUES OF CONCERN
Planning:
1. Please add the General Plan designation "RM/OS" to the site plan.
Engineering:
1. Please provide a current (within the preceding 6 months) preliminary title report for
proper evaluation of the current disposition of the subject property:
Note: Please provide for verification of trail easement quitclaim.
2. Please provide a grading plan showing building pad elevations and all grading proposed
for the construction or installation of buildings and/or improvements to serve the project.
The grading plan together with the original topographical contours may both be shown
on the site plan. This plan shall indicate approximate earthwork volumes of proposed
excavation and filling operations and remedial earthwork. In the event no such grading is
proposed, a statement to that effect shall be placed on the site plan.
Note: Final determination is pending supplimental information for proposed
retaining wall.
3. Please delineate consistent with the title sheet legend, all proposed walls. Top of wall
"TW", finish ground at face of wall "FG", and top of footing "TF" elevations labeled at all
points of discontinuity and all extremes in height are required. Add a typical section
taken at the most conservative point that illustrates the points where the TW/FG/TF
elevations provided in plan view are associated with that includes back of wall surcharge
drainage features. All walls adjacent to property lines, the public ROW or easements
must include delineation of the wall and footing relationship to the associated boundary
with all necessary dimensions.
Note: Please provide for proposed retaining wall at rear deck.
4. Please delineate consistent with the title sheet legend in line type and line type scale/line
weights all existing and proposed finish grade contours with proposed major contour
interval presented with an increased emphasis (bold) line type and elevations labeled at
all points necessary to clearly illustrate the proposed drainage and the relationship of

existing and proposed topography. Existing contours are to be screened and dashed
with an increased emphasis on existing major contour intervals. Include all tops and toes
of slopes and all transitions from existing to proposed and cut to fill via unique and
distinct daylight and cut-fill line types. Include all symbols in the title sheet legend
consistent in line type and line type scale/line weight.
Note: See attached aerial GIS plot with contours. Please rectify apparent discrepancy
with plan.
5. Please provide total estimated preliminary earthwork quantities to accomplish the
proposed grading or construction of the subject project.
Note: Provide quantities associated with footing spoils and retaining wall backfill.
6. Existing and proposed flow directions have been provided to a level of detail necessary
to evaluate the preliminary drainage for the subject project.
Note: Provide supplemental information for changes to plan around the proposed
retaining wall.
7. Please show existing topographic contours and sufficient spot elevations to clearly
define the relationship between existing site features and proposed
grading/improvements, and to clearly define existing drainage directions both within and
adjacent to the subject development.
Note: Provide supplemental information for changes to plan (See attached aerial photo
with topo).
