Please describe fully the proposed project. Include any details necessary to adequately
explain the scope and/or operation of the proposed project. You may also include any
background information and supporting statements regarding the reasons for, or
appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation.
proposed 66.5 oc Sombi project is located in the western portion of Local Facilities
Management Zone 20, southerly of Palomar Airport Road., north of Poinsettio Lane; and, is
traversed by the proposed extension of College Blvd/Alga Rd. The project site gently
slopes from east to west, bordered on the east by back country views and an SDG&E
Easment , on the west by views of the ocean & the proposed City Park site; and, vacant
land to the sou th& north.
The project is divided into three components. The easterly section, east ot proposed
College Blvd/Ago Rd extension. The middie,view section, is west of College BlvdMga Rd
extension. And'the westerly section adjacent to the proposed City of Carlsbad Pan: site.
The project was designed to provide required Circulation Element access, local access,
storm drain & sewer facilities to adjacent properties, from the north, south & west
Each section was designed to provide critical a variety of housing types, public &
community facilities.
The easterly section includes a 2.0+oc Open Space lot, 2.0+ ac Community facility lot..
College Blvd/Alga Rd extension, 132 unit multi-family residential project '.DO aftordaole
units)- and a parallel road providing access, storm drain & sewer facilities to property
(Schlindler/Sakaria) to the south. Access to College Blvd/Alga Rd is limited by uty
standards to points shown on the proposed Tentative Map.
The middle portion is proposed as a 1 36 uni t "gate guarded" community, wi tn two _
sub-sections. 44 lots with minimum 10,000 sqft; and, 92 lots having a minimum /,5uu
sqft. The lots will be sold individually and/or in blocks of 15-20 lots to merchant
builders- thereby insuring a variety of housing designs and avoiding the sterile
apperance of repetitive housing styles. A 3000 sqft house has been plotted on a typical
7500 *qft & 10 000 sqft lot to reflect site design & landscape concepts.. Actual nouses
to be built, will'be subject to further review by the City of Carlsbad when the bunder
decides on the bunding concept. . _.
The westerly portion of the project is intended to provide condominium space tor t*
units which "hove some ocean views, views of the proposed City Park: ond, will provide
public access to the proposed Park via Sambi participation in construction of proposed
Hidden Valley Road. .',,,.
In summary, the Sambi project provides a variety of. housing types, including DO
affordable units, preserves view, constructs 1/4 mile of Circulation Element Road
insures vehicular & utility access to adjoining properties, participates in proposed uty
Pork improvements & preserves and/or enhances environmental resources identilied in
Zone 20 Specific Plan &EIR..

as f ollovjs :
Beginning at a point 40 rods Wist of the Southeast corner

running thence East 40 rods to the Southeast corner thereof;
thence North 20 rods to a point; thence West parallel
