PLANNED UNIT DEVELOPMENT AMENDMENT FOR ARCHITECTURAL REVISIONS
TO POINSETTIA SHORES PLANNING AREAS "A-l"
This project is a request for an amendment to PUD 94-03 to allow for architectural revisions to
the previously approved Planned Unit Development Permit. The architectural revisions primarily
involve the change of the architecture to an Early California style and the rearrangement the
garage layouts to allow many of the units to have an offset optional third car garage or
bedroom/office. The architectural revisions will also include changes to the floor plans and minor
adjustments to the height of the homes. The product type for the PUD 94-03 amendment will
contain three floor plans with two front elevation variations each. Planning area A-l will contain
the same product type as Planning Area A-3. The following provides a detailed description of the
proposed changes.
Architecture
The proposed architecture is contemporary Early California with tile roof, earth tone and white
stucco accented with wood trim, a variety of roof planes and articulation so that consistency is
maintained with the City's Small Lot Architectural Guidelines. A Small Lot Design Guidelines
Compliance exhibit is provided that verifies conformance with the guidelines.
Garages
The Plan 2 and Plan 3 units will have an optional off-set/detached third car garage or
bedroom/office. This design change will form a usable entry courtyard and will eliminate the
monotony of continuous three car garage doors as viewed from the street scene of the previously
approved project. By creating a courtyard with walls attached to the main house and the off-
set/detached garage, the garage appears to be a part of the main house and not an accessory
structure. The courtyard provides for a privatization of useable area in front of the house. Every
unit has the option of a three car garage or an additional bedroom/office.
Floor Flans and Building Height
The original PUD approved three single family home floor plan types for planning area A-l. Plan
A was previously approved for 2,282 square feet and a building height of 20.5 feet. The
proposed revision for Plan A is identified as Plan 1 and is 2,350 square feet with a proposed
building height of 21.5 feet. Plan B was previously approved for 2,549 square feet and a building
height of 26.5 feet. The proposed revision for Plan B is identified as Plan 2 and is 2,547 square
feet with a proposed building height of 27 feet. Plan C was previously approved for 2,760 square
feet and a building height of 25 feet. The proposed revision for Plan C is identified as Plan 3 and
is 2,798 square feet with a proposed building height of 26.5 feet. These changes are minor and
are in conformance with the Master Plan (see exhibit 1).
Site Plan
The previously approved average side yard distance between buildings for planning area A-l was
14.4 feet; the proposed average side yard distance between buildings is 13.9 feet. The proposed
architectural changes will therefore reduce the previously approved average side yard distance
between buildings by 0.5 feet. The previously approved average rear yard setback for planning
area A-l was 21.9 feet; the proposed average rear yard setback is 21.5 feet. The proposed
architectural changes will therefore reduce the previously approved average rear yard setback by
0.4 feet. All lots will maintain a minimum 15 foot by 15 foot rear yard. The previously approved
visitor parking for planning area A-l was 55 spaces; the proposed average visitor parking is 85
spaces. The proposed architectural changes, specifically the optional off-set third car garage, will
therefore provide an additional 30 visitor parking spaces.
The information provided in this application for an amendment to the existing PUD provides
sufficient information to show conformance with the Poinsettia Shores Master Plan and to address
the requirements of section 21.45.010 (Planned Development Ordinance) of the Zoning
Ordinance. This PUD Amendment is being processed per section XI. C of the Poinsettia Shores
Master Plan that permits Planned Unit Development Amendments that only address architecture.

SUBJECT: Request For Prior Compliance For PUD Amendment For Poinsettia Shores - Areas "A-l"
through "A-4"
Dear Anne:
This letter is a request for Prior Environmental Compliance for a Planned Unit Development Amendment for
planning areas A-l through A-4 within the Poinsettia Shores Master Plan.
Prior environmental review was conducted and mitigation measures were adopted during the processing of the
Poinsettia Shores Master Plan (MP 175-D) and the Poinsettia Shores Master Tentative Map (CT 94-01). The
master plan was approved by the City Council in January 1994 and the master tentative map was approved in
August of 1994. Both applications were accompanied by mitigated negative declarations.
By 1995, four planned unit development permits and four associated tentative maps were approved that covered
planning areas A-l through A-4. Notices of prior environmental compliance were published for planning areas
A-l and A-2 on January 30,1995 and for planning areas A-3 and A-4 on March 27,1995. These notices stated
that the environmental effects of the projects were considered in conjunction with previously certified
environmental documents and that no additional environmental review was required.
We believe that no further environmental review for planning areas A-l through A-4 is necessary since the
proposed project is for a PUD Amendment that addresses only architectural revisions, the architectural revisions
proposed are in compliance with the master plan, and all environmental impacts associated with the development
of planning area A-l through A-4 have been previously identified and mitigated. Based on the above
background information, a determination supporting prior environmental compliance is justified for this project.
