3. DESCRIPTION OF PROJECT
Project Name: Metricom - Downtown Carlsbad
Please provide a complete description of the project proposed for approval under this application. Provide
any details necessary to adequately explain the scope and/or operation of the proposed project. You may
attach additional pages to this application if necessary to explain the project:
Metricom, a wireless Internet service provider, is proposing to
install three sectors of four antennas per sector within the
existing gables of the Carlsbad Inn. The proposed antennas will
be totally contained within the existing structure. Portions of
the existing roofing will be removed and replaced with a customs-
manufactured RF panel that is textured and colioedd to match the
existing roof materials-^; A single equipment cabinet will be installed
in the existing attic space of one of the gables. No antennas,
mounting hardware, cables or equipment will be visable from the
surrounding streets or properties.

In the process of reviewing this application it may be necessary for members of City Staff, Design Review
Board Members, or City Council members to inspect and enter the property that is the subject of this

1. The construction and mstallation of small new equipment facilities or structures is a Class 3
Categorical Exemption under the California Environmental Quality Act (CEQA) State Guidelines
section 15303. The Federal Communications Commission (FCC) requires compliance with radio
frequency power density standards (ANSI/IEEE C95.1-1992) for the general public; therefore, the
project would not have a significant impact on the environment In light of the above, a Notice of
Exemption will be filed upon final project determination.
The following conditions have been approved for the subject project:
1. This approved permit serves as the required redevelopment and coastal development permits
for the subject project. The applicant has received approval to install three sectors of Internet
antennas (and related improvements) within the existing gables of the Carlsbad Inn located at
3045 Carlsbad Blvd. The antennas will be mounted to face the north, east, and south of the
existing structure.

2. The project shall be completed according to, and consistent with, the plans approved by the
Housing and Redevelopment Director on the date noted above. The approved plans have been
stamped by the Housing and Redevelopment Director and indicate the approval date of ^/2,^l0D
3. No signage advertising the proposed use shall be permitted on the subject building.
4. The applicant shall obtain all appropriate building permits prior to installation of the subject
Internet antennas. Location of conduit is subject to the approval of the Building Department.
Under no circumstances shall the conduit extend above the parapet of the existing roof.
5. Colors and materials used to reconstruct gables and corresponding roofs shall match colors
and materials of existing building.
6. This permit shall be subject to revocation if the applicant fails to conform to any of the above
conditions of approval.
