The appeal period has elapsed and no appeals were filed. Attached is a copy of the approved permit authorizing the installation of a 13' x 15' cellular equipment facility within the existing underground parking structure and 12 panel antennas on the interior side the of the existing parapet wall on the roof of Carlsbad by the Sea Retirement Community. RPOO-15) and Coastal Development Permit (application no. CDPOO-31) have been received and reviewed by the Housing and Redevelopment Department together with other appropriate City departments. It has been determined that the applications are complete and suitable for final processing. The first of two 10-day public notices was mailed out on Friday, July 14, 2000. Unless additional information is presented to staff which would preclude approval ofthe project, the Housing and Redevelopment Director intends to approve the request for installation of the cellular facility and associated antennas at Carlsbad By The Sea Retirement Community located at 2855 Carlsbad Blvd., as shown on the plans received by the Housing and Redevelopment Department on June 14, 2000. You may find this unique and moderately interesting. I called Bill Booth's office, and his guy there (Robert) is fully aware ofthe bidg permit requirements. There are no technical dilemmas; just dual building permit requirements. There are two distinct regulatory agencies for the Carlsbad-by-the-Sea. The east 1/3 is a Skilled Nursing Facility regulated by the Office of Statewide Health Planning and Development (OSHPD - "osh-pod" for short). The western 2/3 is regulated by the local jurisdiction - the City. Land use for the entire site is controlled solelv bv the City. The Nextel facility is split between the two building permit regulatory entities. The antennae are on the roof of the OSHPD side, and the gear is on the City side. The cables run between the two sides through the occupancy separation wall or through the parking garage and upwards. The division between the two sides is clearly shown on Booth's plans. (He's pretty good really) So they will need a permit from the City only for the equipment enclosure and the electrical wiring thereto. They'll need to secure a permit from OSHPD for the antennae array and screening. And we'll inspect only the room and electrical wiring. If you want to include a condition that the land use planner gets to do a final inspection of the antennae array, it would be a good idea, because we wont issue a bidg permit as such for that piece. There is pretty easy roof access to that part of the building. We can help w/ this inspection if need be. As I mentioned. Booth's office knows the permit stuff for OSHPD and the City. No Building Dept issues per se. Plans are in transit via inter-office mail. It does not appear to judging from the plan, but the plan does not show much. Have you been to the garage? If so, does it look like Its obviously out of the way? The anteimas will not extend above the top of the existing parapet. The project also includes the installation of a 13' x 15' equipment room in the underground parking stmcture of the existing building. The applicant has stated the equipment room will not interfere or eliminate any required parking.
