FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2 The following findings have been made in order to approve the Administrative Redevelopment Permit and Coastal Development Permit for the installation of telecommunications equipment on the existing building located at 2333 State Street: 1. The Housing and Redevelopment Director has determined that the project is consistent with the policies, goals and action programs set forth within the Carlsbad General Plan. 2. The Housing and Redevelopment Director has determined that the project is consistent with all applicable development standards and land use policies set forth within the Village Master Plan and Design Manual. 3. The Planning Director has determined that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15303 of the State CEQA Guidelines as the project involves only minor alterations to an existing private structure. Page 2 of 2 | I The following conditions have been approved for the subject project: 1. This approved pei^mit serves as the required redevelopment and coastal development permits for the subject project. The applicant has received approval to install 3 additional panel antennas, 3 DAP head units and 3 directional antennas mounted behind an existing and proposed screen wall and one (1) outdoor equipment cabinet installed inside an existing equipment room located at 2333 State Street. 2. The project shall be completed according to, and consistent with, the plans approved by the Housing and Redevelopment Director on the date noted above. The approved plans have been stamped by the Housing and Redevelopment Director and indicate the approval date of 12/31/2009. 3. No signage advertising the proposed use shall be permitted on the subject building. 4. The applicant shall obtain all appropriate building and electrical permits from the Carlsbad Building Department prior to installation of the cellular antenna facility. 5. Colors and materials used to screen panel antennas shall match colors and materials of the existing building. The panel antennas shall be screened by RF transparent material that will mimic the design, style, colors and materials of existing dormers on the building. 6. Housing and Redevelopment staff shall conduct a final inspection of the antenna array and associated screening prior to fmal inspection by the City Building Inspector. 7. This permit shall be subject to revocation if the applicant fails to conform to any of the above conditions of approvai. PROJECT DESCRIPTION & JUSTIFICATION FOR SPRINT NEXTEL INSTALLATION 2333 STATE STREET CARLSB/iD, CA 920008 CA'SDG5749'A STATE STREET Sprint Nextel proposes to install 3 Wimax panel antennas, 3 DAP head units, and 3 directional antennas behind existing and proposed FRP screen walls on an existing commercial building. The installation will be mounted behind FRP screens which are/will be painted and textured to match the existing building and screening. The antennas will be installed behind the existing screening on the southeast comer of the building, and behind new screening located on the northwest comer of the building. A single equipment cabinet v^U be added to the existing Sprint Nextel equipment room located at ground level. The installation will be an unmanned wireless telecommunications facility; the purpose of this facility is to provide mobile broadband service operating in the 2400 - 2700 MHz spectrum (as part of the Sprint 4G network) to the surrounding commercial and residential areas. See included maps for coverage specifics and relationship to existing and future sites within network. Maintenance of the facility includes approximately monthly site visits, which are conducted within standard daytime working hours. There are no generators or air conditioning units proposed for the installation. No additional lighting is proposed. Site Location Justification: The site selection process consists of the following steps: 1. The RF Engineer is made aware of a coverage and/or capacity need in a geographical area. 2. The RF Engineer designs a general solution to solve the need including location, height of antennas, anterma count and the number of radios desired. 3. A search ring is issued to the real estate arm of the deployment department depicting an area within a radius to be investigated for a potential cell site. 4. The real estate department reviews potential sites that meet the general criteria set by the RF Engineer. 5. The project planner reviews the potential sites for conformance to the existing ordinances and municipal codes. 6. The sites are prioritized and a primary site is chosen. 7. A team of experts in the field of radio fi*equency, real estate, planning and zoning and constmction visit the site and determine the design and ability to constmct the potential site. 8. Zoning drawings are prepared and submitted to the local jurisdiction. 9. Once the local jurisdiction approves the site a building permit is obtained and the facility is constmcted and tumed on. Site Design Justification: The site design was chosen for its minimal impact to the overall aesthetics of the existing bmlding The screenmg method used will integrate the antenna installation so as to appear to be part ot the ongmal building and existing antenna screening. Potential Site Investigation: The selected site is located within District 4 ofthe Carlsbad Village Redevelopment Ai^a and is currently used as commercial space. The available altemative sites within the search area are properties located within the sunx)undmg commercial and residential area. As this project site has existing telecommumcations facilities, it offers the ability to co-locate. Other potential sites investigated mcluded properties and public right-of-way areas in the sun-ounding commercial area The selected site offers superior line-of-sight location to other potential candidates in the area The site ocation and design also offers the ability to eliminate any change to the view of the installation fi-om off-site. The site design and location adheres to the City's guidelines outlined in City Council Policy No. 64.
