COMPLETNESS AND ISSUES REVIEW
Engineering Department staff has completed a review of the above-refe re need project
for completeness and engineering issues of concern. All items needed for engineering
review are provided for determining the application as complete. Engineering issues
which need to be resolved or adequately addressed prior to staff making a
determination on the proposed project are as follows:
1. Plot the easements described under item 4 and 5 of the preliminary title report.
Lori, if the proposed stairs are located outside the easements then I do not need to see
this project for further plan checking and I have no conditions to add. Othen^/ise,
please send plan to me for a second check. If you or the applicant has any questions,
please either see or contact me at 602-2781.

Brief Description of Proposal: The applicant is requesting approval of an
Administrative Redevelopment Permit and Coastal Development Permit for a 433
square foot addition to the second story of an existing mixed-use project. A real
estate office currently occupies the first floor of the existing structure. The upper
level of the existing structure was originally built for a residential use and was
subsequently converted to office without the benefit of permits. The applicant is
seeking to convert the second story back to the original residential use and add 433
square feet.

355 CARLSBAD VILLAGE DRIVE, CARLSBAD, CA.
Date of Notice: May 31, 2001
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP01-05) and
Coastal Development Permit (CDP01-14) for the construction of a second story addition to an
existing mixed-use project located at 355 Carlsbad Village Drive. The property is located on the south
side of Carlsbad Village Drive between Washington Street and Carlsbad Blvd. The assessor parcel
number is 230-175-04-00. The proposed project is located within the Coastal Zone, but is not within
the "appealable" area of the Coastal Zone. The proposed project includes a 433 square foot addition
to the south side of the existing second story residential unit. There are no proposed changes to the
real estate office currently located on the first floor of the existing structure. Eleven (11) existing on-
site parking spaces satisfy the parking requirement for the existing uses.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00pm on June 11, 2001. Appeal forms are available at the
Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have
questions regarding this permit, please contact Lori Rosenstein in the Housing and Redevelopment

NOTICE IS HEREBY ALSO GIVEN that the Planning Department has determined that the project is
exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15303
of the State CEQA (Buidelines as new construction or conversion of small structures and will not have
an adverse significant impact on the environment. Appropriate documentation will be filed by the City
of Carisbad's Planning Department.
