Dear Mr. LeCault:
Recently, a number of business owners met with Housing & Redevelopment staff to request the
option of displaying for-sale items on private property outside their businesses. While the
Carisbad Village Redeveiopment Master Plan & Design Manual does not presently address this
issue, the Housing & Redevelopment Director agreed to allow outdoor displays on private property
on an interim basis, upon issuance of an outdoor display permit, until such time as permanent
regulations are adopted by the Housing & Redevelopment Commission.
You currently have an approved outdoor display permit for your business based on the standards
for outdoor displays on public property and since your outdoor display is on private property you
have expressed an interest in expanding the outdoor display area to be consistent with the interim
standards (i.e. 10% of gross floor area) for private property. After discussing your needs with you,
we have prepared a new site plan, which will amend your existing outdoor display permit to expand
the outdoor display area on the private property in front of your business. This letter will serve as
approval for your request to expand your outdoor display on private property to no more than 10%
of your interior gross floor area. Please note, this approval allows an outdoor display as described
and depicted on the corresponding site plan.
This approval allows you to retain your outdoor display for; 1) as long as the Housing and
Redevelopment Commission allows outdoor displays to remain, 2) as long as the outdoor display
continues to meet the standards outlined within the attached Outdoor Business Display - Location
and Development Criteria, and 3) as long as the outdoor display is consistent with this approval. A
Certificate of Insurance is not required as long as the outdoor display remains on private property.
Most importantiy. vour outdoor displav must be placed within the area as shown on the attached
site plan in order to meet the Citv's reauirements for outdoor displavs.

RE: EXISTING PERMITS FOR OUTDOOR DISPLAYS ON PRIVATE PROPERTY
Dear Business Owner:
Recently you submitted an application for an Outdoor Display and most recently, you
received a letter from Debbie Fountain, Housing & Redevelopment Director, regarding
Outdoor Displays on Private Property. The purpose of this letter is to let you know that if
your application has been approved or if it is still in process, you may amend the
application to take advantage of the new standards that were proposed in the latest letter.
They were as follows:
1. The existing outdoor display area shall not exceed 10% of the gross floor area of
the business located within the interior of the building. For example, if you have
an interior business space of 1000 square feet, you would be allowed no more
than 100 square feet of outdoor display space. Any additional display area above
10% requires approval of a redevelopment permit as an expansion of your
business.
2. You must submit an application for a temporary outdoor display permit to the
Housing and Redevelopment Office within thirty (30) business days of receipt of
this letter. With the exception for the size requirements of the display, the display
must meet all of the other standards set forth within the attached policy.
3. You may not expand your business display at any time beyond that which is
approved by our office in response to your application.
4. The current display area will be permitted on a temporarv basis until the Village
Master Plan and Design Manual is revised to include regulations specific to the
displays. At the time the regulations are revised, the temporary permit will expire
and you will be required to obtain a new permit and bring your display into
compliance with the new regulations if it does not comply at that time.
This temporary approval shall apply to outdoor business displays only. It does not apply
to any existing signs. Any freestanding signs on your property must comply with the
standards currently set forth within Village Master Plan and Design

Manual. No changes are proposed to the existing regulations for freestanding
signs on private or public property (i.e., A-Frame signs). Therefore, businesses
must continue to comply and obtain the applicable sign permit for these signs.
If you want to amend your existing application or approved permit, you must inform this
office within thirty (30) days from the date of this letter. Please note that Code
Enforcement efforts will be continuing in the Village. Therefore, I encourage you to
submit your application as soon as possible if you desire a change to your existing
application or permit.

Dear Andre:
Thank you for submitting your application for an Outdoor Display Permit. Your
application has been approved. Attached is a copy of the approved permit for your
records. Please note, the approved permit allows an outdoor display as described in
the attached permit and depicted on the corresponding site plan.
The attached permit allows you to retain your outdoor display for; 1) as long as the
Housing and Redevelopment Commission allows outdoor displays to remain, 2) as long
as the outdoor display continues to meet the standards outlined within the attached
Outdoor Business Display - Location and Development Criteria, and 3) as long as the
outdoor display is consistent with this permit approval. A Certificate of Insurance is not
required as long as the outdoor display remains on private property. Most importantlv.

Dear Sir or Madam:
The Carlsbad Housing & Redevelopment Department has begun a comprehensive code
enforcement effort to ensure that all A-Frame Signs and Outdoor Displays within the
Village area comply with all applicable regulations and have obtained all required
permits.
Recently, staff walked the Village Redevelopment Project Area to identify the location of
A-Frame Signs and/or Outdoor Displays. It was noted that an Outdoor Display was
present in front of your business. According to our records no permit has been issued
for an Outdoor Display at your location. All A-Frame Signs and Outdoor Displays on
both private property and within the public right-of-way must be permitted by the City of
Carlsbad. If the items have not been removed from the front of vour business within
10 business davs of the date of this letter or a permit has not been obtained, vou mav
be cited.
To obtain a permit for the Outdoor Display, you must submit an application along with
the appropriate application fee to Redevelopment staff at 2965 Roosevelt Street Suite B,
Carlsbad, CA 92008. If the Outdoor Display is placed within the public right of way, a
Certificate of Insurance in the amount of $1 million, naming the City of Carlsbad and the
Carlsbad Redevelopment Agency as additional insured, is also required. An application
for an Outdoor Display has been enclosed for your use. The appUcation includes
"Location and Development Criteria", which further explains the regulations pertaining
to Outdoor Display. Again, as noted above, you must remove the Outdoor Display until
such time as you obtain the required permit.
