10. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2
The following findings have been made in order to approve the Administrative Redevelopment Permit
for the change in use from professional office (previously Jazzercize) to medical office use on
property located at 2804 Roosevelt Street:
1. The Housing and Redevelopment Director has determined that the project is consistent with the
policies, goals and action programs set forth within the Carlsbad General Plan.
2. The Housing and Redevelopment Director has determined that the project is consistent with all
applicable development standards and land use policies set forth within the Village Master Plan
and Design Manual and Village Redevelopment Plan.
3. The use is compatible with the land use district and adjacent development in that the existing
buildmg Is occupied by a mixture of uses including office professional, commercial services,
medical therapy office, retail, and restaurant. The proposed medical treatment office use is
compatible with the existing uses in the center.

located within the interior of an existing mixed-use center.
5. Adequate parking exists to serve the needs of this use in that a parking analysis was conducted
to Insure adequate parking was available on-site for all the existing uses. The proposed medical
treatment office use does not require more parking than a professional office or retail use.
6. The Planning Director has determined that the project is exempt from the requirements of the
California Environmental Quality Act (CEQA) per Section 15303 of the State CEQA Guidelines and
will not have an adverse significant impact on the environment
The following conditions have been approved for the subject project:
1. The project shall be completed according to, and consistent with, the plans approved by the
Housing and Redevelopment Director on the date noted above. The approved plans have been
stamped by the Housing and Redevelopment Director and indicate the approval date of ^ILIOZ.
2. The applicant shall obtain all appropriate building permits prior to construction of the tenant
improvements associated with the change in use.
3. Prior to the issuance of the building permit, the applicant shall secure from a responsible party
(owner/agent) a copy of the five-year certificate for the fire sprinkler system in accordance with
NFPA 25 and attach a copy of the same to the plan transmittal for approval by the Fire Prevention
Bureau.
4. If there is any type of a fire alarm system located on-site, the Fire Prevention Bureau will require
evidence that the system has been tested and certified in accordance with NFPA 72.
5. This permit shall be subject to revocation if the applicant fails to conform to any of the above
conditions of approval.
