The decision of the Housing and Redevelopment Director is subject to a ten (10) day appeal period. The appeal period has elapsed and no appeals were filed. Attached is a copy of the approved permit authorizing the change in use from professional office to medical office use and a copy of the approved plans. Please review all conditions carefully. Violation of the conditions could result in revocation of this permit. Having completed the land use review process, you may now proceed with acquiring the necessary building permit for the tenant improvements. Please check with the Building Department on the process for acquiring the building permit. Additionally, please note that during the review of this project staff found that the size of the Carlsbad Dance Centre has expanded since its approval in 1992. At that time, the Dance Centre was approved for 944 square feet and required parking at one space for every 200 square feet of gross floor area. The information submitted with the application for Quality Care Medical indicates Carlsbad Dance Centre now occupies 4,162 square feet and the current parking requirement for this type of use is one parking space for every 35 square feet of gross floor area. A redevelopment permit was never approved for this expansion. The reason for bringing this information to your attention is that staff is concerned that the parking demand for the entire Roosevelt Center can be adequately accommodated on-site. As it relates to the subject application, the parking requirements for a medical office use are equivalent to a professional office use. Therefore, it was determined that the new use would not technically require more parking. However, given the size of the proposed medical office facility, staff anticipates an increase in parking demand during hours of operation. Staff assumes, as the property owner, you have given thought to the hours of operation of the various uses (including the Carisbad Dance Centre), the 2965 Roosevelt St., Ste. For future reference, the space currently occupied by the Carlsbad Dance Centre could be leased for retail or office purposes given the amount of parking currently available on- site. The following Items need to be resolved or adequately addressed prior to staff making a final determination on the proposed project: (Please note, the issues are listed under the department which identified them as an area of concern.) Housing & Redevelopment: 1. Please provide a break down of square footage leased by each tenant. 2. Administrative redevelopment permits require two ten-day public notices. In order to initiate the public notification process, please provide a complete pubiic notification package. The public notification package shall include a radius map, a type written iist of the names and addresses of all property owners within a 300' radius of the subject property, and two sets of mailing labels with names and addresses of all property owners within a 300' radius of the subject property. The property owner list shall include the San Diego County Assessor's parcel number from the latest assessment rolls. Except for single-family residences, the apartment or suite number must be included on the address mailing labels for property owners within a 300-foot radius of the subject property; the parcel number should not be tvped on the address labels. The radius map must be provided with a scale not less than 1"=200' showing each lot within 300 feet of the exterior boundaries of the subject property.
