Date of Notice: January 17, 2003 NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad has made a final decision to APPROVE an Administrative Redevelopment Permit (RP02-32) and Coastal Development Permit (CDP 02-25) for a change in use from multi-family residential to hotel/motel on property located at 3150 Ocean Street. The property is located on the east side of Ocean Street between Oak Avenue and Carlsbad Blvd. The assessor parcel number is 203-250-21. The proposed project is located within the Coastal Zone. The property owner is requesting an Administrative Redevelopment Permit and Coastal Development Permit for a change in land use to convert an existing 8-unit apartment building to a 12-unit hotel/motel, which would permit short-term rentals. When the 8-unit apartment project was originally approved in 1981 the California Coastal Commission placed a deed restriction on the property, which required that the four ground floor studio units be available for rental on a short-term basis (less than 31 days) during the summer months. Historically, the four studio units have been rented in conformance with this requirement. The rentals of the other units are mostly on a weekly basis in the summer and on weekly and monthly basis in the winter. The property is located in Land Use District 9 of the Viiiage Redevelopment Area. District 9 is the tourism support area of the Village, which is intended to provide a wide mix of uses with an emphasis upon facilities, goods and services to tourists and regional visitors traveling along the coast. The conversion of the property to a hotel/motel use would be more compatible with the surrounding uses and consistent with the intended land use requirements of District 9. If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the Design Review Board, you must file a written appeal with the Housing and Redevelopment Department within ten (10) calendar days of the date of this decision/notice. The written appeal must be submitted no later than 5:00pm on January 27, 2003. Appeal forms are available at the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B.
