Date of Notice: July 29, 2002 NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carisbad has made a final decision to APPROVE an Administrative Redevelopment Permit (RP02-35) for a change in use from retail to a commercial copy service located at 3021 State Street. The property is located on the west side of State Street immediately south of Carisbad Village Drive. The assessor parcel number is 203-296-08-00. The proposed project is located within the Coastal Zone, but is not within the "appealable" area of the Coastal Zone. The proposed project includes change in use from retail to commercial copy service. The proposed use is classified as a provisional use under the Carisbad Village Redevelopment Master Plan, therefore, an administrative redevelopment permit is required. Staff supports the issuance of the redevelopment permit for the following reasons: the use is not likely to negatively impact existing or planned retail continuity in the area; there is sufficient on-site parking available to serve employee parking needs; and adequate short term parking exists on State Street to accommodate drop-in customers. If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the Design Review Board, you must file a written appeal with the Housing and Redevelopment Department within ten (10) calendar days of the date of this decision/notice. The written appeal must be submitted no later than 5:00pm on August 8, 2002. Appeal forms are available at the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. Appropriate documentation will be filed by the City of Carisbad's Planning Department.
