CB022943 I have reviewed the building plans for the above referenced project. The project received approval of an Administrative Redevelopment Permit on September 20, 2002. No additional land use permits are required. The building plans are consistent with the plans approved by the Housing and Redevelopment Director for the land use permit. Therefore, the Housing & Redevelopment Department supports the issuance of building permit. Please note. I am requesting a final inspection to insure all parkinq has been striped in accordance with the approved land use permit. This information has been entered into Permits Plus. The decision of the Housing and Redevelopment Director is subject to a ten (10) day appeal period. The appeal period has elapsed and no appeals were filed. Attached Is a copy of the approved permit authorizing the change in land use to convert an existing light industrial building (Culligan Water) to a corporate office use. Please review all conditions carefully. Violation of the conditions could result in revocation of this permit. Having completed the land use review process, you may now proceed with acquiring the necessary building permit for the tenant improvements. The project appears to comply with City engineering standards and all issues have been addressed. Please add the following conditions of approval to the approving resolution or letter: ENGINEERING CONDITIONS General 1. Prior to hauling dirt or construction materials to or from any proposed construction site within this project. Developer shall apply for and obtain approval from, the City Engineer for the proposed haul route. 2. Prior to issuance of any building permit, Developer shall comply with the requirements of the City's anti-graffiti program for wall treatments if and when such a program is formally established by the City. 3. Prior to the issuance of a building permit, developer shall cause property owner to execute and submit to the City Engineer for recordation the City's standard form Drainage Hold Harmless Agreement regarding drainage across the adjacent property. 4. Prior to approval of any grading or building permits for this project, Developer shall cause Owner to give written consent to the City Engineer to the annexation of the area shown within the boundaries of the project into the existing City of Carisbad Street Lighting and Landscaping District No. 1, on a form provided by the City Engineer. n(^dinatinns/lmprovemnnt.<i 5. Developer shall comply with the City's requirements of the National Pollutant Discharge Elimination System (NPDES) permit. Developer shall provide Improvements constructed pursuant to best management practices as referenced in the "California Storm Water Best Management Practices Handbook" to reduce surface pollutants to an acceptable H:\LIBRARY\ENG\WPDATA\MISC\COMPREV level prior to discharge to sensitive areas. Plans for such improvements shall be submitted to and subject to the approval of the City Engineer. Said plans shall include but not be limited to notifying prospective owners and tenants of the following: A. All owners and tenants shall coordinate efforts to establish or work with established disposal programs to remove and properiy dispose of toxic and hazardous waste products. B. Toxic chemicals or hydrocarbon compounds such as gasoline, motor oil, antifreeze, solvents, paints, paint thinners, wood preservatives, and other such fluids shall not be discharged into any street, public or private, or into storm drain or storm water conveyance systems. Use and disposal of pesticides, fungicides, herbicides, insecticides, fertilizers and other such chemical treatments shall meet Federal, State, County and City requirements as prescribed in their respective containers. 0. Best Management Practices shall be used to eliminate or reduce surface pollutants when planning any changes to the landscaping and surface Improvements. Carlshad Municipal Water District Oonditions 1. Prior to approval of building permits, developer shall meet with the Fire Marshal to determine if fire protection measures (fire flows, fire hydrant locations, building sprinklers) are required to serve the project. Fire hydrants, if proposed, shall be considered public improvements and shall be served by public water mains to the satisfaction of the District Engineer. 2. Prior to issuance of building permits. Developer shall pay all fees, deposits, and charges for connection to public facilities. Developer shall pay the San Diego County Water Authority capacity charge(s) prior to issuance of Building Permits. 3. This project is approved upon the express condition that building permits will not be Issued for the development of the subject property, unless the District Engineer has determined that adequate water and sewer facilities are available at the time of occupancy. The Housing & Redevelopment Department along with all other appropriate departments have reviewed your administrative redevelopment permit, application no. RP02-43, as to its completeness for processing. The application is complete as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. In an effort to continue to process the application in the most expeditious manner as possible, a list of issues identified by staff during the initial project review phase has been included with this correspondence. The following Items need to be resolved or adequately addressed prior to staff making a final determination on the proposed project: (Please note, the issues are listed under the department which identified them as an area of concern.) Building: 1. The combustible trellis in the yard will require a greater setback. If it Is considered an extension of the office occupancy, it has to be 10 feet from the adjacent property line to be unprotected construction. 2. A jacuzzi in the yard will require yard fencing and may be considered a public pool and subject to County Health fencing regulations. More information will be required to make a final determination on the jacuzzi. 3. The parking garage tenant improvements raise several potential issues. The following includes a list of comments based on the information received. Additional information may result in additional comments. a. It should be van accessible to the disabled. b. It has to be ventilated. c. The type of construction has to be analyzed to determine whether the building can have a parking garage. d. It's unclear whether the mezzanine/loft in the garage is intended to remain. If it is, the posts will impede use of the garage. If you have any questions regarding Building Department comments, please contact Pat Kelley at 602-2716. Engineering: 1. A 5-foot back up distance is required for parking space no. 9. Please revise. 2. At the driveway entrance, plot the intersection site distance line per Topic 405 of the California Department of Transportation Highway Design Manual on the site plan or locate the monument sign 15 feet back from the face of curb. 3. Please confirm whether the portion of the property crossing over the sidewalk has been dedicated for street purposes. The title report and assessors page suggest that dedication has occurred. 4. Plot the boundary of the sewer easement located at the northwest corner of the lot. 5. Are the structures within the landscaped portion of the lot proposed? Please submit 6 sets of revised plans to the Housing & Redevelopment Department addressing the above-identified issues. As soon as all issues are resolved to the satisfaction of all departments the initial public notice will be mailed out initiating the first of two 10-day public notices required as part of the administrative redevelopment permit process. 2. Administrative redevelopment permits require two ten-day public notices. In order to initiate the public notification process, please provide a complete public notification package. The public notification package shall include a radius map, a type written list of the names and addresses of all property owners within a 300' radius of the subject property, and two sets of mailing labels with names and addresses of all property owners within a 300' radius of the subject property. The property owner list shall include the San Diego County Assessor's parcel number from the latest assessment rolls. Except for single-family residences, the apartment or suite number must be Included on the address mailing labels for property owners within a 300-foot radius of the subject property; the parcel number should not be tvped on the address labels. The radius map must be provided with a scale not less than 1 "=200' showing each lot within 300 feet of the exterior boundaries of the subject property. All items needed for engineering review are provided for determining the application as complete. Engineering issues which need to be resolved or adequately addressed prior to staff making a determination on the proposed project are as follows: 1.
