Date of Notice: May 12, 2003 NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad has made a final decision to APPROVE an Administrative Redevelopment Permit (RP03-01) for property located at 2589 State Street. The property is located on the west side of State Street between Beech Avenue and Laguna Drive. The assessor parcel number is 203-054-19. The proposed project is not located within the Coastal Zone. The applicant, Patrick Hurley, is requesting an Administrative Redevelopment Permit for a change in land use to convert the previously existing laundromat to a retail use for the sale of pond related products and to provide a fenced in outdoor display area with in-ground ponds for the display of fish. A retail use is a permitted use in Land Use District 4. However, an Administrative Redevelopment Permit is required for a change in permitted land uses which result in site changes and increased parking requirements. Staff supports the issuance of the redevelopment permit for the following reasons: the use will be compatible in scale and character to the surrounding Village development; the development is not likely to negatively impact existing or planned retail continuity in the area; and sufficient on-site parking will be provided to serve the required parking needs. If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the Design Review Board, you must file a written appeal with the Housing and Redevelopment Department within ten (10) calendar days of the date of this decision/notice. The written appeal must be submitted no later than 5:00pm on May 22, 2003. Appeal forms are available at the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B.
