CHANGE IN USE
2615 STATE STREET, CARLSBAD, CA.
Date of Notice: July 2, 2003
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP03-08) for
property located at 2615 State Street. The property is located on the west side of State Street
between Beech Avenue and Laguna Drive. The assessor parcel number Is 203-054-18. The
proposed project is not located within the Coastal Zone.
The applicant, Big 0 Tires, is requesting an Administrative Redevelopment Permit for a change in
land use to convert an automotive repair shop to a retail tire store. A retail use is a permitted use in
Land Use District 4. However, an Administrative Redevelopment Permit is required for a change in
permitted land use, which results in site changes. Staff supports the issuance of the redevelopment
permit for the following reasons: the change in use from automotive repair to retail is consistent with
the current land use policy for District 4 which is to provide for a gradual transition from the light
industrial uses of the past to a mix of higher quality commercial and residential uses; the
development is not likely to negatively impact existing or planned retail continuity in the area; and
sufficient on-site parking will be provided to serve the required parking needs
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00pm on July 14, 2003. Appeal forms are available at the
Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have

NOTICE IS HEREBY ALSO GIVEN that the Housing and Redevelopment Department has
determined that the project is exempt from the requirements of the California Environmental Quality
Act (CEQA) per Section 15303 of the State CEQA Guidelines as the conversion of a small structure
and will not have an adverse significant impact on the environment. Appropriate documentation will
be filed by the City of Carlsbad's Housing and Redevelopment Department.
