Dear Lori,
The Carisbad Dance Centre has operated successfully in the "Village of Carisbad" for over 15
years. As the new owners of Carisbad Dance Centre, it is our desire to remain a vital part of
the daily commerce that supports the Village area and the Roosevelt Center. It's our goal to
see the studb continue to thrive in its current location for years to come. As good business
owners, we must realize opportunities for growth and/or improvement whenever possible.
We also recognize the importance of being a good neighbor to the surrounding community.
We are seeking your approval for a small expansion into the empty space across the hallway
from our current location. We are aware of your concems with respect to the paridng
situation and would ask that while you consider your dedsion, you keep the following facts in
mind. In addition, we want to "Thank you" for your time and understanding with this matter.
• The studio operates mainly in the late aftemoon (3:30pm) and evening, and on
Saturdays. Our busy times are predominately when the other businesses are ending
their day or dosed.
• Our customers (avg. age 18 monttjs to 15 years) don't drive. They are dropped off
and picked up at the end of their dasses.
• The parents for the most part do not stay, in fact we discourage it, as it can inhibit or
distract their child. Many parents leave their child in our care while they mn errands,
shop or dine in the Village area.
• Adult dasses are held only 2 nights a week and only after 7:30pm.
• When the studio is mnning at full capacity, we would have a maximum of 3-5 staff
members paridng their cars. (With the requested expansion)
• We would gain 4 paridng spaces in the alley, whrch were assigned to the previous
tenant. These new spaces would allow us to pari< up to six people behind the studio.

10. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2
The following findings have been made in order to approve the Administrative Redevelopment Permit
for the Carlsbad Dance Centre on property located at 2808 Roosevelt Street:
1. The Housing and Redevelopment Director has determined that the project is consistent with the
policies, goals and action programs set forth within the Carlsbad General Plan.
2. The Housing and Redevelopment Director has determined that the project is consistent with ail
applicable development standards and land use policies set forth within the Village Master Plan
and Design Manual and Village Redevelopment Plan.
3. The proposed use is a special/provisional use that is currently not addressed in the Carlsbad
Village Redevelopment Master Plan; therefore, an administrative redevelopment permit is
required. The use is compatible with the land use district and adjacent development in that a
mixture of uses including office professional, commercial services, medical therapy office, retail,
and restaurant occupies the existing building. The dance studio is currently operating in the
center and has proven to be compatible with the other uses.

4. The use will not adversely affect retail intensity or retail continuity in the Village in that the use is
located within the interior of an existing mixed-use center.
5. Adequate parking exists to serve the needs of this use in that a parking analysis was conducted
to insure adequate parking was available on-site for ail the existing uses. For purposes of
determining required parking, a parking ratio of 1 parking space for every 250 square feet of
gross floor area was applied to the use. This parking ratio is consistent with other children-
oriented activity centers located in the Village.
6. The Housing and Redevelopment Director has determined that the project is exempt from the
requirements of the California Environmental Quality Act (CEQA) per Section 15303 of the State
CEQA Guidelines and will not have an adverse significant impact on the environment
The following conditions have been approved for the subject project:
1. This administrative redevelopment permit will establish project related conditions for the use and
permit the use to expand to a maximum of 5,590 square feeL
2. The project shall be completed according to, and consistent with, the plans approved by the
Housing and Redevelopment Director on the date noted above. The approved plans have been
stamped bythe Housing and Redevelopment Director and indicate the approval date of "Thslol.
3. The applicant shall obtain all appropriate building permits prior to construction of the tenant
improvements associated with the use.
4. The use shall primarily include dance classes for children. Adult classes shall be limited to
nonpeak times and may not occur Monday thru Friday between the hours of 9:00am and 5:00pm.
5. During peak hours (Monday thru Friday from 9:00am to 5:00pm) parents shall be encouraged to
drop their children off and pick them up at the end of class.
6. Carlsbad Dance Centre may not expand within the existing center unless additional parking is
acquired.
7. The space occupied by Carlsbad Dance Centre may not be converted to a gym or similar self-
improvement use for adults without the acquisition of additional parking.
8. Any changes to the proposed use will require an amendment to this redevelopment and approval
of the Housing and Redevelopment Director.
9. This permit shall be subject to revocation if the applicant fails to conform to any of the above
conditions of approval.
