SUBJECT: Carlsbad Dance Centre (RP03-09) - 2808 Roosevelt Street
On July 15, 2003 the Housing and Redevelopment Director conditionally approved
Administrative Redevelopment Permit No. RP 03-09 for property located at 2808
Roosevelt StreeL The decision of the Housing and Redevelopment Director is subject
to a ten (10) day appeal period. The appeal period has elapsed and no appeals were
filed.
A copy of the approved permit establishing the conditions of operation for the Carlsbad
Dance Centre is attached. Please review all conditions carefully. Violation of the
conditions could result in revocation of this permit.
Having completed the land use review process, you may now proceed with acquiring
the necessary building permit for the tenant improvements. Please check with the
Building Department on the process for acquiring the building permit.

Dear Lori,
The Carisbad Dance Centre has operated successfully in the "Village of Carisbad" for over 15
years. As the new owners of Carisbad Dance Centre, it is our desire to remain a vital part of
the daily commerce that supports the Village area and the Roosevelt Center, it's our goal to
see the studb continue to thrive in its current location for years to come. As good business
owners, we must realize opportunities for growth and/or improvement whenever possible.
We also recognize the importance of being a good neighbor to the surrounding community.
We are seeking your approval for a small expansion into the empty space across the hallway
from our current location. We are aware of your concems with respect to the paridng
situatbn and would ask that while you consider your decision, you keep the following facts in
mind. In add'itk^n, we want to "Thank you" for your time and understanding with this matter.
• The studio operates mainly in the late aftemoon (3:30pm) and evening, and on
Saturdays. Our busy times are predominately when the other businesses are ending
their day or dosed.
• Our customers (avg. age 18 months to 15 years) don't drive. They are dropped off
and pbked up at the end of their dasses.
• The parents for the most part do not stay, in fact we discourage it, as it can inhibK or
distract their chiki. Many parents leave their child in our care while they mn errands,
shop or dine in the Village area.
• Adult dasses are held only 2 nights a week and only after 7:30pm.
• When the studb is mnning at full capacity, we would have a maximum of 3-5 staff
members paridng their cars. (With the requested expansion)
• We wouid gain 4 paridng spaces in the alley, which were assigned to the previous
tenant. These new spaces wouki allow us to paric up to six people behind the studio.

Re: Carlsbad Dance Centre Expansion - 2800-2820 Roosevelt Street
Dear Ron & Jana:
The Housing and Redevelopment has completed the initial review of your request for an
Administrative Redevelopment Permit to expand your existing dance center at the Roosevelt
Center located at 2800-2820 Roosevelt Street. Based on your request, you would like to expand
the existing 4,162 square foot dance center by 1,428 square feet by occupying the adjacent
vacant office space. Unfortunately, the existing dance center is considered a nonconforming
use and the Village Redevelopment Master Plan prohibits the expansion of nonconforming uses.
The use is nonconforming for the sole reason that it does not meet the current parking
requirements for a dance studio.
When we conducted the parking counts for Quality Care Medical Center our research indicated
the dance center was originally approved for 944 square feet with a parking requirement at that
time of one parking space for every 200 square feet of gross floor area. Since the dance center
was originally approved, it has grown to 4,162 square feet and the parking requirement is now
one parking space for every 35 square feet of gross floor area. We have no records indicating
how or when the dance center expanded. However, the Housing and Redevelopment
Department has accepted the fact that it is now 4,162 square feet. The use is permitted to
remain at its current size; however, because the parking for this use in combination with the
parking for all other uses cannot be accommodated on-site the use is considered
nonconforming, which precludes its expansion.
Since we will not be able to process your administrative redevelopment permit we believe it only
fair to refund your $290 filing fee. In order to process this request through our Finance
Department I need a written request from you for the refund.
I am sorry we were unable to assist you with your expansion efforts. I wish you much success
