Date of Notice: November 24, 2003 NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad has made a final decision to APPROVE an Administrative Redevelopment Permit (RP03-15) and Coastal Development Permit (CDP03-39) for the installation of a wireless communications facility at the Carlsbad Inn, 3001 Carlsbad Blvd. The property is located on the west side of Carlsbad Blvd. between Carlsbad Village Drive and Oak Avenue. The assessor parcel number is 203-252-06. The proposed project is located within the Coastal Zone, but is npt within the "appealable" area of the Coastal Zone. The appiicant for the administrative redevelopment/coastal development permit is E3 Development Solutions for Sprint PCS. The application for the subject permit was submitted on October 6, 2003. The application numbers assigned to the permit are RP01 -11 and CDP01 -28. The proposed project will consist of the installation of two panel antennas hidden behind two dormer windows constructed to match existing dormer windows on the building. One antenna will be mounted within each dormer window and transparent material that will mimic the design, style, and materials of existing dormers on the building will screen both antennas. The equipment will be enclosed within the buildings attic space and, thus, be screened from public view. The antennas will not be visible from outside the structure. No grading, removal of landscaping, or use of existing parking area is proposed with this project. If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the Design Review Board, you must file a written appeal with the Housing and Redevelopment Department within ten (10) calendar days of the date of this decision/notice. The written appeal must be submitted no later than 5:00pm on December 4, 2003. Appeal forms are available at the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. NOTICE IS HEREBY ALSO GIVEN that the Housing and Redevelopment Director has determined that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) per Class 3, Section 15303 of the State CEQA Guidelines. The Federal Communications Commission (FCC) requires compliance with radio frequency power density standards (ANSI/IEEE 095.1-1992) for the general public; therefore, the project will not have an adverse significant impact on the environment.
