NOTICE OF FINAL ACTION
NEW RESTAURANT AND OUTDOOR CAFE
2939 CARLSBAD BLVD., CARLSBAD, CA.
Date of Notice: February 5, 2004
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP 03-20) and
Coastal Development Permit (CDP 03-52) for a new restaurant and outdoor cafe on private property
at 2939 Carlsbad Blvd., which is located on west side of Carlsbad Blvd. between Carlsbad Village
Drive and Grand Avenue. The assessor parcel number is 203-232-04. The Housing and
Redevelopment Director has determined that the proposed project meets all applicable development
standards and is consistent with the Village Master Plan and Design Manual. Therefore, the Director
intends to approve the subject permit.
The applicants for the redevelopment permit are David Murphy & Peter Johnson, owners of Las Olas
Mexican Restaurant. The permit will allow the applicants to open a new restaurant in the space
previously occupied by Knockout Pizzeria and Greek Corner Cafe. (Knockout Pizzeria will be
relocating to a larger space within the same center.) The permit will also allow for the installation of
18 tables and 56 chairs within an outdoor patio area on private property. No portion of the outdoor
dining area will extend onto the public sidewalk. All parking for the proposed use and all existing
uses can be accommodated on the subject property.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00pm on February 17, 2004. Appeal forms are available at the
Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have

NOTICE IS HEREBY ALSO GIVEN that the Housing and Redevelopment Department has
determined that the project is exempt from the requirements of the California Environmental Quality
Act (CEQA) per Section 15303 of the State CEQA Guidelines as the conversion of a small structure
and will not have an adverse significant impact on the environment. Appropriate documentation will
be filed by the City of Carlsbad's Housing and Redevelopment Department.
