I have completed the first plan check for the above referenced project. The Housing and
Redevelopment Commission approved this project on May 24, 2004. The following
conditions of approval must be satisfied priorto the issuance ofthe building permit:
1. The Developer shall submit to the Housing and Redevelopment Department a
reproducible 24" x 36", mylar copy of the final site plan for the project.
2. Prior to the issuance of a building permit, the Developer shall provide proof to the
Director from the Carisbad School District that this project has satisfied its obligation
to provide school facilities.
3. Building permits will not be issued for this project unless the local agency providing
water and sewer services to the project provides written certification to the City that
adequate water service and sewer facilities, respectively, are available to the project
at the time of the application for the building permit, and that water and sewer
capacity and facilities will continue to be available until the time of occupancy.
4. The Developer shall submit and obtain Planning Director approval of a Final
Landscape and Irrigation Plan showing conformance with the approved Preliminary
Landscape Plan and the City's Landscape Manual. The Developer shall construct
and install all landscaping as shown on the approved Final Plans, and maintain all
landscaping in a healthy and thriving condition, free from weeds, trash, and debris.
5. The first submittal of Final Landscape and Irrigation Plans shall be pursuant to the
landscape plan check process on file in the Planning Department and accompanied
by the project's building, improvement, and grading plans.
6. Prior to the issuance of the building permit, Developer shall submit to the City a
Notice of Restriction to be filed in the office of the County Recorder, subject to the
satisfaction of the Housing and Redevelopment Director, notifying all interested
parties and successors in interest that the City of Carisbad has issued a Minor
Redevelopment Permit by Resolution No. 292 on the real property owned by the
Developer. Said Notice of Restriction shall note the property description, location of
the file containing complete project details and all conditions of approval as well as
any conditions or restrictions specified for inclusion in the Notice of Restriction. The
Housing and Redevelopment Director has the authority to execute and record an
amendment to the notice which modifies or terminates said notice upon a showing of
good cause by the Developer or successor in interest.
7. The Design Review Board added a modification to Condition No. 2 that stated,
"Architectural features shall include various sized multi-paned windows with
decorative trim and complimentary colored mullions as discussed in the May
24, 2004 staff report to the Design Review Board and as shown on Exhibit D,
dated May 24, 2004." Please add a note to the plan indicating that this has been
incorporated into the project design.

On May 24, 2003 the Design Review Board conditionally approved Minor
Redevelopment Permit No. RP 04-02 for property located at 3071 Jefferson Street.
The decision of the Design Review Board is subject to a ten (10) day appeal period.
The appeal period has elapsed and no appeals were filed.
Enclosed please find a copy of the resolution that has been approved for the proposed
project. The resolution includes the conditions of approval for the project.
Your next step is to obtain the appropriate building permits to construct the proposed
project. Please note many of the conditions of approval must be satisfied prior to the
issuance of building permits.

The Engineering Department has completed its review of the above referenced project. Engineering staff
does not have any comments to add to the project. Please add the following conditions of approval to the
approving resolution:

NOTE: Unless specifically stated in the condition, all of the following conditions, upon the approval of this
proposed tentative map, must be met prior to approval of a final map, building or grading permit whichever
occurs first.
General
1. Prior to hauling dirt or construction materials to or from any proposed construction site within this
project, Developer shall apply for and obtain approval from, the City Engineer for the proposed
haul route.
2. Prior to issuance of a building permit, the developer shall complete processing of a lot line
adjustment to consolidate Lot 27 and 28 into one lot.
Dedications/lmpmvements
4. Developer shall comply with the City's Standard Urban Storm Water Mitigation Plan
(SUSMP). As currently designed, the project must, at a minimum, incorporate "Standard
Permanent Storm Water BMP Requirements" per Section III.2.A and B of the SUSMP. All
BMP's shall be installed prior to occupancy unless the City Engineer determines that
earlier Installation of certain BMP's is necessary.

Dear Mr. Prietto:
In accordance with your request, GeoSoils, Inc. (GSI) has reviewed engineering comment
No. 3, included in the referenced plan review completed by the City, with respect to
drainage issues associated with additional construction at the subject site. The scope of
our services has Included a review of the referenced document, a field review of existing
conditions, analysis of data, and preparation of this summary review report.
Based on our review, the minimum distance from a given structure to the flow line of side
yard drainage may be reduced from 5 feet, per City Standard GS-15, to a minimum of
3 feet, from a geotechnical viewpoint. Due to the decreased setback from the structure to
the drainage swale, footings for adjacent structures should maintain a minimum
embedment equivalent to 12 inches below the flow line elevation for any adjacent drainage
swale. Trenching for any utilities adjacent to a footing should remain above a
1:1 projection downward from the outside bottom edge ofthe footing. All trenches should
be compacted to a minimum 90 percent relative compaction.

Thank you for applying for a land use permit in the City of Carisbad. The Housing &
Redevelopment Department along with all other appropriate departments have
reviewed your minor redevelopment permit, application no. RP04-02, as to its
completeness for processing.
The application is complete as submitted. Although the initial processing of your
application may have already begun, the technical acceptance date is acknowledged by
the date of this communication. The City may, in the course of processing the
application, request that you clarify, amplify, correct, or otherwise, supplement the basic
information required for the application.
In an effort to continue to process the application in the most expeditious manner as
possible, a list of issues identified by staff during the initial project review phase has

ISSUES OF CONCERN

Staff has completed a review of the subject project for issues of concern. The following
items need to be resolved or adequately addressed prior to staff making a final
determination on the proposed project: (Please note, the issues are listed under the
department which identified them as an area of concern.)
Engineering:
Engineering issues which need to be resolved or adequately addressed prior to staff
making a determination on the proposed project are as follows:
Provide a copy of a recent preliminary title report. Plot any easements identified
in the preliminary title report.
Provide proof that Lots 27 and 28 have been legally consolidated into one lot. A
deed describing one lot and issued prior to 6/1/56 would provide required proof.
^^Z. Show drainage around the proposed structure. Since the distance between the
drainage swale and foundation will be less than 5 feet along the northwesterly
sideline, provide a letter from a soils engineer verifying that such a distance is

Indicate grading quantities and show any proposed grading. If no grading is

Housing & Redevelopment:
1. Please submit ^ sets of revised plans to the Housing & Redevelopment
Department addressing the above-identified issues and include the following
information on the site plan:

Eliminate reference to warehouse area in project data.

Under proposed land use include professional office/residential.

Change existing occupancy and proposed occupancy.

Will the garage be used for the parking of vehicles? If so, please indicate
location of parking spaces and method of access. Right now it appears the 5'
fence will restrict vehicular access to the garage.
Indicate building height and roof pitch on building elevations. A minimum 5:12
roof pitch is required.
Please submit an 814" x 11" construction materials board and color samples
showing roofing, exterior walls, trim, etc.
Please be aware that in accordance with the Inclusionary Housing Ordinance for
the City of Carisbad an affordable housing In-Lieu Fee will be required to be paid
prior to the issuance of the building permit. The current fee is $4,515 per unit
added to the site.
Please submit a revised landscape plan.
As soon as all issues are resolved to the satisfaction of all departments the
project will be scheduled for a Design Review Board hearing. To help expedite
the processing of the permit application the following information is being
provided. The following items will be required for the hearing:
A. One (1) copy of a full-sized (24" x 36") colored site plan. (Needed 2 weeks
prior to hearing date.)
B. One (1) copy of full-sized (24" x 36") colored building elevations accurately
depicting the proposed mature landscaping and how it relates to the building.
(Needed 2 weeks prior to hearing date.)
C. Ten (10) sets of full size plans folded to BVa" x 11". (Needed 2 weeks prior to
hearing date.)
D. One (1) set of SVz x 11" black and white reduced plans. (Needed 2 weeks
prior to hearing date.)
