CHANGE IN USE
592 CARLSBAD VILLAGE DR, CARLSBAD, CA.
Date of Notice: February 17, 2004
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP04-03) for a
change in use from retail to an insurance office located at 592 Carlsbad Village Drive. The property is
located on the north side of Carlsbad Village Drive west of Roosevelt Street. The assessor parcel
number is 203-292-18-00. The proposed project is located within the Coastal Zone, but is not within
the "appealable" area of the Coastal Zone.
The proposed project includes change in use from retail to an insurance office. The proposed use is
classified as a provisional use under the Carlsbad Village Redevelopment Master Plan, therefore, an
administrative redevelopment permit is required. Staff supports the issuance of the redevelopment
permit for the following reasons: the office use will be compatible in scale and character to the
surrounding Village development; the use is not likely to negatively impact existing or planned retail
continuity in the area; and the change in use does not negatively impact the required parking for the
site. Ground floor office uses are typically discouraged along commercial shopping streets where the
office uses could upset retail continuity. An exception to this is a strongly public consumer-oriented
use with a frontage of 50 feet or less. The proposed insurance office meets the criteria for this
exception.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00pm on February 27, 2004. Appeal forms are available at the
Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have

NOTICE IS HEREBY ALSO GIVEN that the Housing and Redevelopment Department has
determined that the project is exempt from the requirements of the California Environmental Quality
Act (CEQA) per Section 15303 of the State CEQA Guidelines as the conversion of a small structure
and will not have an adverse significant impact on the environment. Appropriate documentation will
be filed by the City of Carlsbad's Housing and Redevelopment Department.
