NEW COMMENTS
Due to plan revisions and additions the following new comments have been provided:
1 A. All lateral sizes are indicated to be Based on legend information, valve #2 has 21
gallons per minute (GPM) (12 sprinklers at 1.75 GPM = 21 GPM) which is too much
flow for a lateral. Please check GPM for each sprinkler. There should be a
different GPM for a 180-degree and 90-degree sprinkler. Please note GPM for each
type of sprinkler used in the legend. Please revise accordingly. Check all pipe sizes.
Please indicate the total GPM for each valve adjacent to the valve.
2A. Please coordinate sprinkler symbol on plan and in legend.
3 A. Please coordinate backflow symbol on plan and in legend.
4A. Are the valves supposed to be 075-ASVF? Why are atmospheric backflow protection
valves used when there is a reduced pressure backflow? Secondary backflow
protection is not needed. Please revise accordingly using valves that match the
installation details.

5A. No pressure regulator is specified on the plans. Is one to be used? Pressure
regulators will be needed on all systems using the Xeri-Bird multi-outlet emitters
since a pressure between 15 and 50 PSI is required. Different pressure regulators will
be needed if one is used on the spray system. Please fully address, specifying model
and manufacturer for all regulators.
6A. Please revise the backflow detail to meet requirements of CMWD standard detail W-
20. There are to be no equipment installations upstream of the backflow device and
only a union on the downstream leg of the backflow.
7A. Coordinate backflow model specified in the detail with that specified in the legend.
Please provide a correct detail for the specified backflow.
8A. Is a flow sensor to be used? The controller specified may not make use of this sensor.
Please review and coordinate.
9A. Why are two rain sensors required? One should be provided for each controller and
there appears to be only one controller.
IOA. Revise sleeves to schedule 40 PVC and indicate that sleeves shall be 2 times the size
of the pipe it holds.
11 A. What is "OAE"? Please clarify on plans.

I have completed the second plan check for the above referenced project. The
Housing and Redevelopment Commission approved this project on June 14,
2005. The following conditions of approval must be satisfied prior to the
issuance of the building permit:
1. Prior to issuance of the building permit, the Developer shall enter into a
Parking In-Lieu Fee Participation Agreement and pay the established
Parking In-Lieu Fee for two (2) parking spaces. The fee shall be the sum
total of the fee per parking space in effect at the time of the building
permit issuance times the number of parking spaces needed to satisfy the
project's parking requirement (2 spaces total). The current fee is $11,240
per space. Roxanne Muhlmeister in the Gity of Carlsbad Finance
Department will collect the fee. Please contact Roxanne with any
questions that you may have regarding payment at 760-602-2475.

Final Mylar for Tuscany Office Suites (RP 04-12)
The conditions of approval for Major Redevelopment Permit No. RP04-12
requires the submittal of a final mylar of the site plan. Staff has reviewed the
attached mylar and finds it consistent with the plans approved by the Housing
and Redevelopment Commission. Since the Housing and Redevelopment
Department does not maintain storage of mylar plans, we request the Planning
Department maintain this record in the same manner as all other discretionary
land use permits.

This correspondence is to inform you that the City Engineer has signed the Grading Plans for the
project noted above. These plans are now the property of the City of Carlsbad and have been filed
for permanent record with this office.
Signature of your Grading Plans clears the way for issuance of your grading permit subject to the
limitations and requirements of City Ordinances, your condittons of approval (if any) and afl
requirements for outside agency permits such as the Coastal Commission.
The approval of these plans by the City of Carlsbad does not authorize the applicant to violate any
federal, state, or city laws, ordinances, regulations or policies including, but not limited to, the Federal
Endangered Species Act of 1973 and any amendments thereto.
Presently, our records indicate your project is clear for grading permit issuance provided the following
items are completed to the satisfaction of this office:
1. Submit proof a valid Coastal Deveiopment Permit from the California Coastal
Commission.
2. Submit proof of recordation of the Final Map.
3. Provide the City with three (3) sets of bluelines [two (2) bluelines and one (1)11 x 17
reduced set] of the approved grading plans.
4. Apply for a grading permit within the next one (1) year.
5. Provide the City with a copy of this letter.
6. Complete the Grading Permit Application (Attached).
Provided that all the above requirements have been met, you may now apply for your grading permit.
Please submit ail required items to the Engineering Development Services Counter at 1635 Faraday
Avenue. Please be aware that fees are subject to change. You may wish to verify permit fees
before coming in and applying for your permit. You may obtain the blueline sets and any other
reproductions you desire through one of several bonded blueprint firms in the area at your cost.
Your grading permit will be issued when all of the above items have been completed. After permit
issuance, contact the Engineering Inspection Request Line at 438-3891 to set up a preconstruction
meeting with your Inspector. The Inspector will bring the permit and give you your copy at the
preconstruction meeting. PLEASE DO NOT BEGIN CONSTRUCTION UNTIL YOU HAVE
RECEIVED YOUR PERMIT FROM YOUR PUBLIC WORKS INSPECTOR.

I have completed the second plan check for the above referenced project. The

1. The Developer shall obtain Planning Director approval of a Final
Landscape and Irrigation Plan showing conformance with the approved
Preliminary Landscape Plan and the City's Landscape Manual. The
Developer shall construct and install all landscaping as shown on the
approved Final Plans, and maintain all landscaping in a healthy and
thriving condition, free from weeds, trash, and debris.
2. Prior to issuance of the building permit, the Developer shall enter into a
Parking In-Lieu Fee Participation Agreement and pay the established
Parking In-Lieu Fee for two (2) parking spaces. The fee shall be the sum
total of the fee per parking space in effect at the time of the building
permit issuance times the number of parking spaces needed to satisfy the
project's parking requirement (2 spaces total).
Additionally, applicant needs to make a note on the plans that signage needs to
be provided identifying the compact parking spaces.

Inspection Procedures:
Inspection of the project shall be performed by the Landscape Architect/Architect of the
Work, or his designated agent. Refer to the specifications for the schedule of required
inspections and required submittals.
Following completion of the work, the Landscape Architect/Architect of the Work will
certify that the installation has been completed by submitting the "Final Landscape
Certification Form". A request for a final landscape inspection by the City must also be
made by calling the Inspection Request Line.

All irrigation backflow preventers shall be tested by a certified tester and results must be

3. Change the City approval title block to read "Planning" rather than "Assistant Planning
Director"
4. Provide a water conservation plan per the Manual requirements.
5. Move planting notes shown on Sheet 1 to Sheet 2 so that they are on the planting plan
sheet.
6. Provide installation sizes for all trees so that appropriate size can be verified at
installation (suggest using Valley Crest Catalog Standards).
7. Provide installation details for planting including shrub planting, groundcover planting,
tree staking and root barriers. Root barriers must be installed on all trees that are planted
within 5' of hardscape or building. Specify linear root barriers 24" deep x 10' long.
Specify the manufacturer & model number.
8. Provide complete specification for planting including a specification for soil testing and
soil amendments.
9. Add a note indicating that positive surface drainage (2% grade) shall be provided away
fi'om structures and terminating in an approved drainage system.
10. The irrigation plan was very incomplete and could not be checked. Size all pipe

Housing and Redevelopment Commission approved this project on June 14,
2005. The following conditions of approval must be satisfied prior to the
issuance ofthe building permit:
1. The Developer shall submit to the Housing and Redevelopment
Department a reproducible 24" x 36", mylar copy of the Major
Redevelopment Permit reflecting the conditions approved by the final
decision making body.
2. The Developer shall include, as part of the plans submitted for any permit
plan check, a reduced legible version of all approving resolution(s) in a 24"
X 36" blueline drawing format.
3. Prior to the issuance of a building permit, the Developer shall provide
proof to the Director from the Carlsbad School District that this project
has satisfied its obligation to provide school facilities.
4. The Developer shall submit and obtain Planning Director approval of a
Final Landscape and Irrigation Plan showing conformance with the
approved Preliminary Landscape Plan and the City's Landscape Manual.
The Developer shall construct and install all landscaping as shown on the
approved Final Plans, and maintain all landscaping in a healthy and

The purpose ofthis letter is to respond to the Housing and Redevelopment concerns outlined in your letter dated
February 16, 2005.
Item 1 • Point 1
We spaced out the windows as you suggested. We also added windows at a number of locations. In addition we
raised the header height of a majority of the windows and doors to S'-O" above the finish floor. The raising of the
window and door header height allowed the windows and doors to be taller. This really seemed to help the overall
proportions of the building and minimize the amount of large blank stucco walls.

The notes were modified to show the lattice's to be constructed of wrought iron.
Item 2
The height and material ofthe walls along the property lines are now noted on each side ofthe property on the Site
Plan.
Item 3
We will promptly submit a final color elevation accurately depicting the proposed landscaping and how it relates to the
building when you have reviewed the current drawings and have made your formal recommendation on the project.
We also have our noticing package ready for prompt submittal when it is required.

ISSUES OF CONCERN
Staff has completed a review of the subject project for issues of concern. The following items
need to be resolved or adequately addressed prior to staff formulating a recommendation on
the proposed project. Please submit to the Housing & Redevelopment Department one (1) set
of plans showing the following information:
HOUSING AND REDEVELOPMENT
1. The project must be consistent with the 10 design principles outlined in the Village
Design Guidelines to be approved. Some suggestions from the Design Guidelines are
as follows:
• As mentioned previously, the lower level of the north, south and west sides of the
buiiding contain large areas with little or no building articulation. It is suggested that
you incorporate greater building articulation on these sides of the building with
additional surface materials and landscaping. Staff suggests the windows on all
elevations be spaced out in order to reduce the amount of large blank stucco walls.
• The proposed lattice's are very appealing however staff has a concern that the wood
material will rot over time leaving large blank walls. Staff suggests the lattice's be
constructed of a more durable material such as iron.
2. Please indicate on the site plan the height and material of walls along all property lines.
3. For the public hearing, a final colored elevation will be required accurately depicting the
proposed landscaping and how it relates to the building.

This letter is a follow-up to my previous letter to you, dated December 16, 2004, in which the
items necessary to complete your application for a Major Redevelopment Permit were
identified. In addition to the items listed in my previous letter, Fire Department's comments on
your proposed project are as follows:
Fire:
Fire Department staff has completed a review of the above-referenced project for completeness
and fire issues of concern. All items needed for fire review are provided for determining the
application as complete. Fire issues, which need to be resolved or adequately addressed prior
to staff making a determination on the proposed project, are as follows:
1. Fire sprinkler riser location shall be in a dedicated exterior access closet or room.
2. Provide an approved KNOX entry device for vehicular and/or pedestrian gates if
installed. Ordering information may be obtained by contacting the Fire Department.
3. Elevator provided shall accommodate a gurney sized at 24 inches in width by 84
inches in length.

HOUSING AND REDEVELOPMENT

as follows:
• As mentioned previously, the lower level of the north, south and west sides of the
building contain large areas with little or no building articulation. It is suggested that
you incorporate greater building articulation on these sides of the building with
additional surface materials and landscaping. Staff suggests additional surface
materials such as rock or brick work to cover up large blank stucco walls and/or
additional landscaping or lattice work to break up the blank walls.
• Fagade Projections such as bay windows, planter boxes, and entryway recesses are
elements which add richness to the Village facades through the creation of shadows
and the contrast between sunny and shady surfaces.
• Incorporate quality designed fences and walls.
• Incorporate an abundance of landscaping into the project. Proposed landscaping is
minimal. Landscaping should be personalized to the specifics of the building and
the site. Colorful flowers in planter boxes and pot, in planting beds, on trellises and
on flowering trees adds richness to the site.
2. The architectural design of the narrow columns on the east and west elevation seems
unbalanced with the slate stone columns on opposite sides. Staff suggests the
applicant continue building wall around the edge where narrow column is proposed and
replace the narrow column with a slate stone column similar in design to slate column on
opposite side.
3. Please remove the refuse structure from the side-yard setback.
4. For the public hearing, a final colored elevation will be required accurately depicting the
proposed landscaping and how it relates to the building.
BUILDING:
1. The Uniform Building Code requires that all openings into the building of B Occupancies
(and the parking garage) have "protected openings" within 5 and 10 feet of the property
lines. The proposed wide-open parking garage walls at 5 feet from the property lines on

the north and south elevations will not be permitted. This will also apply to the windows
and balconies in the offices above if they are similariy setback from the property lines.
Please provide grid lines on the plans to allow staff to make this determination and
carefully review Table 5-A in the California Building Code for reference.
2. At the West elevation, the plans indicate a wide-open area for turning movements right
at the property lines. No openings are allowed within 5 feet of the property lines.
3. Please be aware that Section 709 (UBC) requires parapets or some level of additional
fire protection of the roof structure on P/L walls that have protected openings. Housing
& Redevelopment Staff suggests another fire protection method aside from parapets.

The project appears to comply with City engineering standards and all issues have been
addressed. The following conditions of approval will be added to the approving resolution or
letter:

approved drainage course or street to the satisfaction of the City Engineer.

3. Developer shall cause property owner to execute and submit to the City Engineer for
recordation the City's standard form Drainage Hold Harmless Agreement regarding
drainage across the adjacent property.
4. Prior to approval of any grading or building permits for this project, Developer shall
cause Owner to give written consent to the City Engineer to the annexation of the area
shown within the boundaries of the property into the existing City of Carisbad Street
Lighting and Landscaping District No. 1 and/or to the formation or annexation into an
additional Street Lighting and Landscaping District. Said written consent shall be
on a form provided by the City Engineer.

5. Based upon a review of the proposed grading shown on the site plan, a grading permit
for this project is required. Developer shall apply for and obtain a grading permit from
the City Engineer prior to issuance of a building permit for the project.
Dedications/Improvements
6. Developer shall comply with the City's requirements of the National Pollutant Discharge
Elimination System (NPDES) permit. Developer shall provide improvements constructed
pursuant to best management practices as referenced in the "California Storm Water
Best Management Practices Handbook" to reduce surface pollutants to an acceptable
level prior to discharge to sensitive areas. Plans for such improvements shall be
submitted to and subject to the approval of the City Engineer. Said plans shall include
but not be limited to notifying prospective owners and tenants of the following:
A. All owners and tenants shall coordinate efforts to establish or work with
established disposal programs to remove and properiy dispose of toxic and
hazardous waste products.
B. Toxic chemicals or hydrocarbon compounds such as gasoline, motor oil,
antifreeze, solvents, paints, paint thinners, wood preservatives, and other such
fluids shall not be discharged into any street, public or private, or into storm drain
or storm water conveyance systems. Use and disposal of pesticides, fungicides,
herbicides, insecticides, fertilizers and other such chemical treatments shall meet
Federal, State, County and City requirements as prescribed in their respective
containers.
C. Best Management Practices shall be used to eliminate or reduce surface
pollutants when planning any changes to the landscaping and surface
improvements.
7. Prior to building permit or grading permit issuance, whichever occurs first Developer
shall have design, apply for and obtain approval of the City Engineer, for the structural
section for the access aisles with a traffic index of 5.0 in accordance with City Standards
due to truck access through the parking area and/or aisles with an ADT greater than
500. The structural pavement design of the aisle ways shall be submitted together with
required R-value soil test information and approved by the City Engineer as part of the
building or grading plan review whichever occurs first.
Special Conditions
8. The Average Daily Trips (ADT) and floor area contained in the staff report and shown on
the site plan are for planning purposes only. Developer shall pay traffic impact and
sewer impact fees based on Section 18.42 and Section 13.10 of the City of Carisbad
Municipal Code, respectively.

be considered public improvements and shall be served by public water mains to the
satisfaction of the District Engineer.
11. Prior to issuance of building permits, Developer shall pay all fees, deposits, and
charges for connection to public facilities. Developer shall pay the San Diego County
Water Authority capacity charge(s) prior to issuance of Building Permits.
12. The Developer shall install potable water services and meters at a location approved
by the District Engineer. The locations of said services shall be reflected on public
improvement plans.
13. The Developer shall install sewer laterals and clean-outs at a location approved by the
District Engineer. The locations of sewer laterals shall be reflected on public
improvement plans.
14. The Developer shall design and construct public water, sewer, and recycled water
facilities substantially as shown on the Site Plan to the satisfaction of the District
Engineer. Proposed public facilities shall be reflected on public improvement plans.
15. This project is approved upon the express condition that building permits will not be
issued for the development of the subject property, unless the District Engineer has
determined that adequate water and sewer facilities are available at the time of
occupancy.
