Thank you for submitting plans and a written narrative describing the modifications
being made to Administrative Redevelopment Permit No. RP 05-08 and Coastal
Development Permit No. CDP 05-36. Because the modifications will not have a visual
impact to the exterior of the building and there are no land use changes proposed, it
has been determined that modifications are in substantial conformance with the original
approved permit. I will place the new plans and written narrative in the file for future
reference.

Dear Mr. Silva:
AT&T Mobility is proposing to upgrade the existing wireless site at 325 Carlsbad Village
Drive (Rombotis Building) to provide 4G enhanced services to its customers in the area.
A wireless facility was permitted at this location on November 22, 2005.
AT&T (formerly Cingular) is proposing to remove and replace the 12 existing 4'4" panel
antennas with eight (8) 4'7" panel antennas and four (4) 6'4" panel antennas inside of the
existing dormers on the building. Total number of antennas would remain at twelve (12).
Additionally, AT&T would install six (6) remote radio units (RRU's) behind the
proposed antennas and install 1 GPS antenna (24") to the existing dormer roof.
Two new indoor equipment racks will be installed inside the existing indoor equipment
room.
None of the proposed improvements to the site will be visible from adjacent properties.
No change to the appearance or height of the dormers is proposed. I have included a set
of plans for your review.
Please let me know if you would consider these updates in Substantial Conformance with
the originally approved project or if you need any additional information.

On November 22, 2005, the Housing and Redevelopment Director conditionally
approved Administrative Redevelopment Permit No. RP 05-08 and Coastal
Development Permit No. CDP 05-36 for property located at 325 Carlsbad Village Dr.
The decision of the Housing and Redevelopment Director is subject to a ten (10) day
appeal period. The appeal period has elapsed and no appeals were filed. Attached is
a copy of the approved permit authorizing the installation of an unmanned
telecommunications facility on the existing building at 325 Carlsbad Village Drive.
Please review all conditions carefully. Violation of the conditions could result in
revocation of this permit. Before initiating construction of the project you must complete
the process to obtain the appropriate building permits.

Lead compoimds: Listed as a 2B carcinogen, likely in animals at extreme doses. Proof of carcinogenicity in humans is lacking

Medical Conditions Generally Aggravtud by Exposnre:
Overexposure to sulfuric acid mist may cause hmg damage and aggravate pulmonary conditions. Contact of electrolyte (water
and sulfuric acid solution) with skin may aggravate skin diseases such as eczema and contact dermatitis. Contact of electrolyte
(water and sulfuric acid solution) with eyes may damage comea and/or cause blindness. Lead and its compounds can aggravate
some forms of kidney, liver, and neurologic diseases.
Emergency and First Aid Procedares:

Charging:
There is a possible risk of electric shock from charging equipment and from strings of series connected batteries, whether or not
being charged. Shut-off power to chargers whenever not in use and before detachmem ofany circuit connections. Batteries
being charged will generate and release flammable hydrogen gas. Charging space should be ventilated. Keep baneiy vent caps
in position. Prohibit smoking and avoid creation of flames and sparks nearby. Wear face and eye protection when near batteries
being charged.
Spill or Leak Procedures:
Remove combustible materials and all sources of ignition. Stop flow of material and contain spill by diking with soda ash, etc.
Carefully neutralize spill widt soda ash, etc. Make eerbiin mixture is neutral then collect residue and place in a dmm or other

c. Since the property is also located within the coastal zone the following additional
notification materials are required: a radius map showing all parcels within a
100-foot radius of the subject property; a list of addresses for all occupants
within the 100-foot radius; and two-sets if mailing labels addressed to "Occupant"
for each address within the 100-foot radius.
d. Two (2) separate sets of mailing labels of the property owners within a 300'

Cingular Wireless proposes to install 12 new antennas, four (4) antennas each in three (3)
sectors, to be pipe mounted behind an RF transparent screen on new roof top cupolas on
the existing building. The three (3) new cupolas will be architecturally integrated into
the design of the existing building and will be painted and textured to match the
surrounding surfaces. No increase in the height of the existing building is proposed.
The equipment necessary to support the new cell site will be located inside of a room on
the first floor of the building. Neither the antennas nor the equipment will be visible to
surrounding properties.
