NOTICE IS HEREBY GIVEN to you, because your interest may be affected, that the
Planning Commission of the City of Carlsbad will hold a public hearing at the Council
Chambers, 1200 Carlsbad Village Drive, Carlsbad, California, at 6:00 p.m. on
Wednesday, December 21, 2005, to consider the following project as an information
Item only:
EIR 03-05/PDP 00-02/SP 144(H)/SUP 05-04/CDP 04-41/DA 05-01//HMP 05-08/RP -
PRECISE DEVELOPMENT PLAN AND DESALINATION PLANT PROJECT
AS THIS IS AN INFORMATION ITEM ONLY, THE PLANNING COMMISSION WILL
TAKE NO ACTION ON THE PROJECT AT THE DECEMBER 21, 2005 HEARING. The
purpose of this information item is simply to provide the Planning Commission with a
project introduction and overview. However, this information Item is a noticed public
hearing, which means the public will have an opportunity to comment.
In 2006, the Planning Commission will hold another public hearing for this project at
which time the Commission will make a project recommendation. After the Planning
Commission makes a recommendation on the project, the prpject will be scheduled for
public hearing before the City Council and Housing and Redevelopment Commission for
final city consideration of the project permits and certification of the project's
environmental document. Public hearing notices will be provided for these subsequent
meetings.
The project is a proposal to:
(1) Construct and operate a 50 million gallon a day seawater desalination plant and
other appurtenant and ancillary water and support facilities to produce potable
water, including an offsite water delivery pipeline system. The desalination plant
wouid be located at the Encina Power Station, an existing facility in operation since
the early 1950s. The offsite pipeline system would extend into the cities of
Carlsbad, Oceanside, and Vista. The project does not propose to modify Encina
Power Station operations or existing facilities, other than minor modifications such
as discharge channel and electrical connections to accommodate the proposed
desalination plant;
(2) Obtain and establish a Precise Development Plan (PDP 00-02) for the Encina
Power Station. The PDP would serve as the primary City of Carlsbad land use
application for the desalination plant and as a document to establish existing iand
uses at and development and land use standards for the Encina Power Station;
(3) Amend the Encina Specific Plan 144 (SP 144(H)) to incorporate the PDP into the
specific plan;
(4) Obtain a Redevelopment Permit (RP) (note: case number not reflected above and to
be assigned later) and Development Agreement (DA 05-01) for the proposed
desalination plant; and
(5) Obtain a Special Use Permit (floodplain) (SUP 05-04), Coastal Development Permit
(CDP 04-41), and a Habitat Management Plan Permit (HMP 05-08) forthe project.
