NOTICE OF FINAL ACTION
CHANGE IN USE FROM RESTAURANT TO RESTAURANT WITH ENTERTAINMENT
640A GRAND AVENUE, CARLSBAD, CA.
Date of Notice: August 8, 2006
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP 06-07) to
change an existing restaurant use to a restaurant with entertainment on private property at 640A
Grand Avenue, which is located on north side of Grand Avenue between Roosevelt Street and
Madison Street. The assessor parcel number is 203-301-05. The Housing and Redevelopment
Director has determined that the proposed project is consistent with the Village Master Plan and
Design Manual. Therefore, the Director intends to approve the subject permit.
The applicant for the redevelopment permit is Brenda Giblin. The permit will allow Giblin's Irish Pub
and Restaurant to have live entertainment limited to four entertainers with acoustical instruments at
their current location. Dancing will not be permitted on the licensed premises at any time.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00pm on August 18. Appeal forms are available at the
Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have

NOTICE IS HEREBY ALSO GIVEN that the Housing and Redevelopment Department has
determined that the project is exempt from the requirements of the California Environmental Quality
Act (CEQA) per Section 15303 of the State CEQA Guidelines as the conversion of a existing
structure and will not have an adverse significant impact on the environment. Appropriate
documentation will be filed by the City of Carlsbad's Housing and Redevelopment Department.

CHANGE IN USE FROM RESTAURANT TO RESTAURANT WITH ENTERTAINMENT

Date of Notice: July 26, 2006
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
intends to APPROVE an Administrative Redevelopment Permit (RP 06-07) to change an existing
restaurant use to a restaurant with entertainment on private property at 640A Grand Avenue, which is
located on north side of Grand Avenue between Roosevelt Street and Madison Street. The assessor
parcel number is 203-301-05. The Housing and Redevelopment Director has determined that the
proposed project meets all applicable development standards and is consistent with the Village
Master Plan and Design Manual. Therefore, the Director intends to approve the subject permit.
The applicant for the redevelopment permit is Brenda Giblin. The permit will allow Tom Giblin's Irish
Pub and Restaurant to convert from a restaurant only use to a restaurant with entertainment use with
certain operating conditions applied.
Those persons wishing to comment on the proposed project and intended action by the Housing and
Redevelopment Director are cordially invited to submit written comments or contact the Housing and
Redevelopment Department by 5:00pm on August 4, 2006. If you have comments on the proposed
project and intended action, please contact Austin Silva in the Housing and Redevelopment
Department at (760) 434-2812. You may also provide your comments in writing to the Housing and
Redevelopment Department at 2965 Roosevelt Street, Suite B, Carlsbad, CA 92008.
