CARLSBAD, CA 92008 SUBJECT: Carlsbad Christian Assembly Storage Building (RP 06-11) On November 13, 2006 the Housing and Redevelopment Director conditionally approved Administrative Redevelopment Permit No. RP 06-11 for property located at 3035 Harding Street. I understand that your buHding permit for the storage building has been finalized. The Redevelopment Department was supposed sign off on the final building permit In order to verify that the conditions placed on the permit were satisfied. Unfortunately, this did not happen. The Redevelopment Department Is asking you to satisfy condition No. 4 of the permit which requires you to install a landscape planter with decorative block containing six (6) bougainvillea plants with a minimum initial height of 4 feet and two (2) queen palms with a minimum initial height of 6 feet consistent with the approved landscape plans. Attached, Is a copy of the approved permit with conditions for your reference. Piease review all conditions carefully. Violation of the conditions could result In revocation of this permit. The decision of the Housing and Redevelopment Director is subject to a ten (10) day appeal period. The appeal period has elapsed and no appeals were filed. CARLSBAD.CA 92008 Subject: Storage Building. Administrative Redevelopment Permit RP 06-11/CDP 06-26 Dear Don: Thank you for applying for a Redevelopment Permit In the City of Carlsbad. The Housing and Redevelopment Department, together with other appropriate City departments, has reviewed your Redevelopment Permit, application No. RP 06-11. as to its completeness for processing. The application is incomplete, as submitted. The attached list includes information that must be submitted to complete your application. This list of items must be submitted directly to the Housing & Redevelopment Office. All list items must be submitted simultaneously and a copy of this list must be included with your submittal. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted to the Redevelopment Office, the City has an additional thirty (30) days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed. September 21, 2006, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. CDP 06-26 Staff has completed a review of the subject project for application completeness. The applications and plans submitted for this project are Incomplete at this time. Please resubmit 4 sets of plans addressing the following Incomplete items: Housing & Redevelopment: 1. On the site plan, pleas Include the following information: • Name and address of owner whose property is to be developed. • Vicinity map showing major cross streets. • Date of preparation/revisions. • A summary table which includes the street address and assessor's parcel number, site acreage, the existing zone and land use designation, and total building coverage. • Approximate location of existing and proposed building and permanent structures onsite and within 100 feet of site. • Setback dimensions for the required front, rear and side yard setbacks for all structures. 2. Please complete the attached application for a Coastal Development Permit. Engineering: 1. Show cross section of public streets and alleys. This applies to 2 sides of the project. Include full width In the cross section and dimensions. 2. Show names, widths and improvements for Harding Street and the Alley identified along the east and west sides of this project. Include existing and proposed improvements (new driveways, planters, curb & gutter) information. 3. On the preliminary grading plan, provide additional spot elevations or topography at least 25-feet outside the property line. This information should clearly demonstrate existing drainage patterns. 4. The City is committed to regional and State requirements to filter and maintain clean storm water from every development. The proposed project should incorporate Storm Water Pollution Control Devices such as vegetated or grass lined swales or manufactured filter devices. The designers of the proposed project should consider Best Management Products that will serve the proposed development to the Maximum Extent Practicable (MEP). 5. The legal description for this project should included on the site plan. If existing lots are to be consolidated by Lot Line Adjustment, please note It. EDU (sewer), and GPD/MGD (water) GPM (Fire) and grading quantities - cut, fill, import or export, required or generated by this project. Existing demands can be separated from proposed demands. 7. Proposed parking dimensions should be provided on all spaces. 8. Identify the location of the nearest fire hydrant. Also, if fire sprinklers are required, add a separate water line and double detector check valve for the sprinkler system. Locate the DDC Valve on private property but in a location accessible to the Fire Department. Check with the City's Fire Marshal for additional information. If the storage building is less then 10 feet from the property line, the structure will need a parapet. Fire: The Fire Department has completed its review of this project and does not have any comments. Austin, Here are all of the items requested. We filled it out as we understood it as we are a non-profit corporation and do not have owners or agents. I have included the structural plans as well as the construction plans as I was not sure if you needed both. Regarding the 300' and loo' radius map, we used the south west comer of the property as a starting point. If we had used the middle of the property, less people would have needed to be notified. You requested a landscape plan, which I brought to you earlier and you kept, so I assume you still have it. Hopefully this meets all of the requirements and we can proceed, please call me ASAP if we are still lacking anything. Thank you in advance for our assistance. Don June 30, 2006 Austin, Our landscape person put this together last night. He said that the best way to get full coverage on the side of the building is with lattice and a fast growing, attractive, vine. This would give us virtually 100% coverage on the street side of the building. Hopefully this will meet your needs. If not, I would appreciate a response in writing, detailing exactly what it is that we need to do to meet your needs. As I mentioned to you on the phone, we are more than happy to landscape the building to meet your needs, but it is extremely difficult when there is no standard to go by. We have reviewed the application for completeness and have determined that the application and plans submitted for the project are incomplete and unsuitable for continued review due to the following incomplete items: Incomplete Items 1. Please submit a Site Plan in conformance with submittal requirements outlined in the RP or CDP application package. If it is less than 10', the structure will need a parapet. More detail will be required at the building permit stage. Incidently, has the church counted that parking in their space calc?
