DESCRIPTION OF PROJECT Project Name: New Village Arts Theater (conversion of warehouse/museum space to theater) Please provide a complete description ofthe project proposed for approval under this application. Provide any details necessary to adequately explain the scope and/or operation of the proposed project. You may attach additional pages to this application if necessary to explain the project: The Carlsbad Redevelopment Agency is processing this administrative redevelopment permit to allow forthe temporary conversion of warehouse/museum space to performing arts theater space in the Agency-owned building located at 2787 State Street. The Agency is converting 6125 square feet of an existing building (approximately 9900 square feet total) to allow for the interim theater use. The space was previously utilized by the Children's Discovery Museum of North County. The New Village Arts performing group will lease the building for approximately two (2) years (October 1, 2006 to September 30, 2008) in order to test the market for a more permanent small performing arts theater. It is not anticipated at this time that the subject property will be the permanent location for such a theater. However, in order to determine community interest and support, the building will be used on an interim basis for said theater while the Redevelopment Agency implements plans for redevelopment ofthe site. Parking forthe theater will be provided through shared use ofthe North County Transit District's public parking lot located immediately to the west of the subject property on an interim basis only. There are approximately 330 public parking spaces located within the NCTD parking lot and the adjacent pubiic alley. The subject use requires a total of 60 parking spaces for its maximum of 299 seats; 2100 square feet of assembly space (1 space per 5 seats or 1 space per 100 square feet of assembly area, whichever is greater). The NCTD public parking lot is more than adequate to accommodate the required parking for the theater. The New Village Arts performances will be primarily within the evening hours after the commuter rail train operations have ceased or significantly decreased. As noted above, the proposed theater use is being considered on a temporary/interim basis only (approximately two years). The shared parking arrangement shall also be considered temporary. If at a later date a decision is made to locate a theater at this location on a permanent basis, a more permanent solution for the parking shall be required. This permanent solution may be payment ofthe appropriate parking in-lieu fee and/or the provision of additional public or private parking spaces within 600 feet of the subject site. New Village Arts will complete various tenant improvements to the building to allow for the conversion from warehouse/museum to theater. No exterior fa9ade improvements are anticipated at this time. The Housing and Redevelopment Director has determined that the project is consistent with all applicable development standards and land use policies set forth within the Village Master Plan and Design Manual and Village Redevelopment Plan. 2. The Housing and Redevelopment Director has determined that the project is consistent with the policies, goals and action programs set forth within the Carlsbad General Plan. 3. The Planning Director has determined that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15303 ofthe State CEQA Guidelines and will not have an adverse significant impact on the environment. This approved permit serves as the required redevelopment permit for the subject project and allows the temporary conversion of warehouse/museum space to a small performing arts theater. 2. The temporary theater use set forth in this application shall be permitted for no more than three (3) years maximum. Parking for the temporary theater use shall be provided through a shared parking arrangement with North County Transit District for use of their public parking immediately adjacent to (and to the west of) the subject building. If at a later date the use is intended to become permanent at the subject location, this permit will require amendment and a more permanent solution for providing the appropriate parking shall be required which may include but not be limited to payment of the applicable parking in-lieu fee. 3.
